為滿足苗栗地區中、長期公共給水需求,經濟部水利署水利規劃試驗所(以下簡稱本所)調查評估後,認為後龍溪流域天花湖水庫最具開發價值,目前為本所推動中之重要水資源工程計畫,本水庫採離槽式之永續水庫規劃,大壩座落苗栗縣頭屋鄉沙河溪支流的飛鳳溪上,集水區面積約693公頃、計畫淹沒區面積約220公頃;水庫水源主要取自後龍溪中游之打鹿坑攔河堰,計畫攔河堰位於打鹿坑水文站下游約228公尺處,計畫取水量每秒22~25立方公尺,其中2~5立方公尺供給穿龍圳,其餘20立方公尺則經由引水隧道輸送至水庫地區蓄存運用。
本所自民國87年起展開可行性規劃系列工作,並依環境影響評估法規定提送環境影響評估報告書;為使水庫建設對周邊生態環境造成之影響能降至最低程度,該評估書參照施工中的湖山水庫經驗,分別就水庫周邊的森林、溪流、人文等3個生態系統擬具「生態保育措施」及「環境監測計畫」,經環保署環境影響評估委員會第201次委員會決議「有條件通過環境影響評估審查」。
天花湖水庫工程計畫尚未奉行政院核定,本所已參照環評承諾之保育構想,持續辦理生態調查與保育評估。為充實建構食物網所需之資料,爰辦理淺山森林濱溪部分之生態資源補充調查工作。

Tein Hwa Hu Reservoir is one of the water source projects planned and designed by the Water Resources Planning Institute (WRPI) of the Water Resources Agency (WRA) in the Ministry of Economic Affairs (MEA). WRPI has completed the environmental impact assessment report and has finished two projects on the survey and evaluation of forest ecosystem in 2013 and 2015. This project continued the ecological survey of reservoir area and provided information and data for future ecological compensation and translocation conservation.
This project surveyed the organic matter of river, gastropods, frogs, terrestrial insects and spiders at four sites, viz. Shuang Fong Second Bridge (SF), Yong Sing Bridge (YS), Chuan Gou Shuei (CG), and Da Lu Keng (DL). Data of aquatic insect mainly cited from the project of river ecology conservation.
Coarse benthic organic matters (CBOM) were only collected from Feifong River. The standing crops of CBOM of SF were high than that of YS and CG has the lowest of that.
Gastropods were only collected in June and September at YS site.
Four frog species,viz. Limnonectes fujianensis, Hylarana latouchii, Buergeria robusta, and Fejervarya limnocharis, were recorded from Feifong River. The biomass of frog of YS was higher than that of SF.
Sixteen orders and 64 families of insect were recorded in vegetation layer, totally, 1,216 of insects were collected in this project. Chironomidae of Diptera, Cicadelloidea of Hemiptera, Formicidae of Hymenoptera and Lauxaniidae of Diptera were dominant taxa among four sampling sites. Totally, 206 spiders were collected and dominant taxa were Araneidae and Tetragnathidae.
Thirteen orders and 26 families of insect were recorded in ground surface, totally, 750 of insects were collected in this project. Collembola was the most dominant taxa among four sampling sites and 323 individuals were collected. Totally, 51 spiders were collected and dominant taxa were Lycosidae and Pisauridae.
