為瞭解計畫區域內水庫建設對水庫集水區及周邊森林生態系統可能之衝擊並研擬相關保育對策，本所除已執行環境影響評估工作外，並於民國100年7月完成「天花湖水庫推動計畫(3)－計畫區域生態資源調查分析及其保育評估」專題研究工作，在水庫周邊發現有穿山甲、山羌、白鼻心、藍腹鷴等保育類野生動物活動，遂擬就水庫工程用地、水庫蓄水範圍、水庫集水區持續調查評估，以做為未來移地保育或水庫下游生態補償用地復育工程規劃設計之參考。
英文摘要
Due to the development needs of Tien Hwa Hu Reservoir, EIA Report was completed and submitted for review. The EIA Committee of EPA has decided on its 201th meeting to “conditionally approve the EIA review”. In 2011, “The Marketing Project of Tien Hwa Hu Reservoir III－Investigation and Conservation Assessment of the Ecosystem Resources” has confirmed the protected wildlife activities within the impoundment area of the reservoir such as Chinese pangolin, Formosan barking deer, Gem-faced civet and Blue pheasant. Therefore, this project will continue to investigate the quality and distribution of those protected wild animals, conservation strategies which was written down in EIA report will be review also.

本報告為「後龍溪水資源開發推動計畫－淺山森林生態系統保育調查評估」的總報告，由經濟部水利署水利規劃試驗所主辦，聯美環保科技股份有限公司執行。計畫緣起於天花湖水庫開發，為減少對生態環境的影響，自2012年起進行為期兩年的淺山森林生態系統保育調查評估。
工作項目包含基本資料蒐集分析、陸域生態資源調查（鳥類、哺乳類、兩棲類、爬蟲類、蝴蝶、蜻蜓、螢火蟲）、自動相機輔助調查、特定物種棲地環境調查，以及生態系統保育規劃。調查結果顯示，記錄到多種保育類及特有種動植物，並透過自動相機發現石虎等珍貴物種。
報告中也提出了生態保育規劃，包括專家座談會、指標物種選定（大冠鷲、台灣藍鵲、五色鳥、棕簑貓、山羌及兩棲類全體）、保育分區與復育構想（生態保育園區、環境教育園區）、社會參與及成效監督機制。此外，也建置了生態資源資料庫。
結論指出調查成果豐碩，並針對未來調查方法、石虎監測、植被調查、棲地類型調查、指標物種基礎研究、盜獵防治、監測指標與食物網模式持續性，以及物種名錄更新等方面提出具體建議。
