This project is based on the relevant implemental strategies and executive items of “Long-term planning of hydrological data collection in Taiwan (2010~2014)” of Executive Yuan. This is a two-year project (2014~2015) and the main goal of this project are providing the most basic data on sustainable management of water resources, improving river environment and strengthening disaster prevention and reduction through assisting promote new mid-term development plans based on “Long-term planning of hydrological data collection in Taiwan” for the purpose of Taiwan long-term development needs and in response to the challenges of future abnormal climate change.
For the work of hydrological integrity, the project is divided to three parts: “policy promoting”, “technical service” and “human resource training”. The work items including 1. Assisting promote the long-term policy of hydrologic data observation technique; 2. Estimating and plan about building hydrological cloud service; 3. Hydrological data quality control and value-added service applications; 4. Value-added application of hydrological analysis and design; 5. Hydrological analysis integrated technical services; 6. Strengthening hydrological manpower training. The results this year are summarized as follows:
Policy Promoting:
1.Assisting in advancing long-term development of hydrologic data collection in Taiwan
We accomplished 2013 reports and achievements of “Long-term planning of Hydrologic Data Collection (2010~2014)” with the following up suggestion. To suggested, the funding should be stable and sustainable for hydrologic plan continuous implementation.
2.Assisting in planning a next period of time for long-term development of hydrologic data collection
We finished “Long-term planning of hydrological data collection in Taiwan Second Stage (2015~2020)” draft revised and followed the report procedure to assist Water Resource Agency processing relevant Deliberation, Correction and Reporting this year. The plan was approved on October 23, 2014, by Taiwan Executive Yuan.
3.Estimating and planing about hydrological cloud service framework
Hydrological data service objects and areas can be expand through informatization and networking of hydrological information system combine with hydrology knowledge and information management technologies. This project re-classified hydrological information and existing value-added 74 services and estimated hydrological cloud service framework. We suggest to strengthen "value-added services" and "client application "services and demonstrate with river management office as a reference of building hydrological cloud service.
Technical Service
1.Hydrological observations data quality control platform building plan
To provide a stable and high credibility hydrological data is the crucial point for hydrological data management. This project design quality control platform and Automatic Quality Check (AQC) of precipitation and water level in Fifth River Management Office as demonstration, and case analyzed and evaluate precipitation and water level in 2014.We find 4,970 abnormal data by AQC as references of Manual Quality Check (MQC) of River Management Office. We recommend that doing an advanced analysis of the relationship between radar and gauge station and water flow rate curve estimation.
2.Taiwan Hydrological Analysis Application
(1) Topographic Factors Production
Water Resources Agency has estimated and reviewed, “topographic factors unifying", "run-off model" and "duration time formulas", etc. and suggest to build main river topographic factors in Taiwan through existing methods and defined topographic factors based on existing system platform. We finish instruction of topographic factors definition and topographic factors of 32 gauge stations and 77 important control points. The Follow-up will be establish topographic factors in other regions to integrate Taiwan topographic information.
(2) Local Duration Time Estimation
Original Taiwan Duration Time formulas are based on foreign experience formula so that the parameters, scopes and conditions are difference. We build duration time program and then there are 8 areas’ duration time are analyzed, and review common formulas. The results are influenced by rainfall characteristics so that we recommend to use rainfall factor to build reasonable duration time estimation method.
(3) Rainfall Pattern Design Method Review
Current method to design rainfall pattern is not clear and the scopes are undefined so we used 15,363 rains data of 307 gauge stations in northern and eastern part to discuss reasonable rainfall patterns in Tamsui River basin. To suggested: People should consider the purpose and rainfall intensity to choose rainfall patterns in the hydrological analysis and design.
We also analyzed depth-area-duration curve (DAD) and areal reduction factor (ARF) in Touqian River Basin. The results can be applied to the design rainfall intensity method, the single-site rainfall can be corrected by ARA for reasonable regional average rainfall.
(4) Long-term Rainfall Characteristics Change Analysis
Climate change cause rainfall characteristics change so rainfall data clustering effect influence rainfall frequency analysis results. We verified the Northern and Eastern stations which more than 50 years of Water Resources Agency and Central Weather Bureau by statistical methods to test the maximum sequence variation of 24 hours and 48 hours. The results is only that24 hours of Keelung and Hualien stations shows significant difference. And Wudu upstream water catchment flow station is used to discuss the variation effectiveness to rainfall characteristics. The results shows the effectiveness is insignificant. To suggested, future research should focus on the impact of the drainage area management (return period 10 years to 25 years).
3.Value-added and hydrologic situation analysis result
(1) Value-added information
The value-added data base main structure of Water Resource Agency are “hydrological statistic”, “hydrological designing” and “hydrological situation”. In hydrological statistic part, we renewed gauge station numbers. In hydrological designing part, we collected treatment planning report, documented summary results of the control points and table and designed query interface. In hydrological situation part, we build regular and irregular hydrological situation analysis report eBooks. The goal for doing these three parts is for enhance data retention, management and applications, providing the necessary hydrological related applications queries.
(2) Hydrological analysis tools development
This project developed hydrological analysis windows program (WRA-HydroTooL) according to Operation Directions on Report Review of Hydrology Analysis. The six main modules are “rainfall frequency analysis”, “rainfall pattern design”, “unit hydrograph”, “Rational Formula“, “rainfall - runoff analysis” and “instantaneous peak flow frequency analysis”. We add NK parameters to 79 water level gauge station and dimensionless unit hydrograph to “unit hydrograph” modules and storm screening selection function in to “rainfall pattern deseign”. Furthermore, we expand editing function to all plotting function.
(3) Providing report of hydrologic analysis
a. Published five issues of “Bimonthly Hydrologic Report in Taiwan Area” including surface water, groundwater, coastal hydrology, land subsidence, and depth sea water.
b. We provided two issues of typhoon analysis report (Fung-Wong and Matmo) and twelve issues of drought analysis report in January and February to May for the purpose of disaster prevention in the dried period,
c. This (103 years) annual rainfall in June to complete the 102 line hydrological annual reports annual figure, the average rainfall in the catchment area of each station upstream flow calculation and analysis of information on river runoff production system.
Human Resource Training
There are 69 people joined the class” Hydrologic Observation Practical Professional Training “which was conducted by us. The class content including hydrological business future prospect, hydrologic observation and analysis of technical experience heritance, hydrological observation quality certification and reservoir practical operation and construction field trip. We also design course activity and invite people who have professional background or practical experience so that the relevant water conservation practitioners can interact with one another to achieve the purpose of experience heritage.
The project is a two-year project. We will continue to research the relevant work next year based on the results and conclusion this year. We will also provide Water Resources Agency and relevant units hydrological information to achieve the goal of long-term hydrological observations development by promoting the implementation of the hydrological and technical services
