曾文水庫於民國62年興建完成並開始蓄水運轉，早期水庫於設計時礙於當時經驗及環境，較無考量興建底孔排砂設施，若高含砂水流入庫時無法及時排除，即易造成水庫淤積。為增加庫容以維持南部地區供水穩定，南水分署歷年來已持續進行水庫更新改善及清淤工作，惟現因受限於水庫基礎設施不足：淤泥暫置區容量有限、供電限制需增加特高壓配電，以及抽泥船與輸泥管設施不足等，尚難達成恢復庫容的目標，另行政院蘇貞昌院長109年8月14日視察曾文水庫指示：水庫清淤必須用對方法，並指示水利署清淤必須「加大再加快」，政府會支持預算，並指示經濟部大力支持。爰已規劃「曾文水庫放水渠道及擴大抽泥工程」循序爭取預算中，為加速辦理相關工作爰辦理本計畫，進一步辦理工程基本設計及相關工作。

The goal of this project is to solve three major problems faced in the dredging project of Zengwen Reservoir. The three major problems are as following: insufficient capacity of the temporary sediment deposit site, the need to add UHV power transmission due to limited power supply, and insufficient number of dredging boats and pipelines, etc. The improvement projects are aimed to maintain the reservoir storage capacity and achieve sustainable use of water resources. To achieve those goals, various sediment reduction and dredging strategies are implemented.
