104年度防災應變格網系統與水情影像監視站軟硬體擴充與維運2015 Extension, Operation and Maintenance of Hazard Mitigation and Emergency Response Grid and Flood Watching System

有鑑於防災資訊之多元化、即時性與資源分散整合的需求,本中心自93年至102年間委託國網中心執行防災應變格網系統建置、擴充與維運之相關計畫,除了維持系統正常運作之外每年更依據上年度執行狀況持續擴充與改善系統功能,在歷年汛期與颱風豪大雨期間,協助水利署於防災作業時提供大量且即時的水情監測影像與數據以及水利署內跨局處的視訊溝通會議。
103年將依據過往執行狀況持續調整功能改善並維持系統正常運作,因此除了防災應變格網系統以及水情影像監視站維運之外,本年度計畫主要目標有三,如下所述:
1.水情監測格網系統功能擴充部份
整合縣市政府以及台電公司有助於防災作業的監視影像畫面於防災應變格網系統裏;開發水域覆蓋範圍影像辯識,充份利用水情影像資料,輔助水位之監測;水情行動監視功能擴充,除原有影像功能外新增可上傳與記錄現場音訊之功能;熱感應等非傳統監視設備於防災之應用研究,探討既有監視器之於大雨夜間視線不佳之問題與改善建議。
2.超級視訊格網系統功能擴充部份
依往年使用情況改善操作介面,擴充超級視訊格網功能,包括,改善視訊影音串流平台,可串接本署內外網的視訊使用者,讓無法即時回到工作崗位之同仁可於署外參與視訊會議;依去年度簡易型視訊會議備援系統使用狀況,協助水利署所屬單位進行備援系統的採購與建置驗收。
3.監視設備維護部份
整併軟硬體維護(運)之工作,提昇整體妥善率。

This project is a continued project for establishment, maintenance and extension of the Hazard Mitigation and Emergency Response Grid from 2004 to 2010 executed by National Center for High-performance Computing (NCHC) which is a branch of National Applied Research Lab (NARL). The goal of this project is to guarantee not only correct operation of the system, but also extension and improvement of functionality by implementation status of the plan last year. During these typhoon periods, they would be assistance to provide the large and real-time watching information, and to ensure the correct operation of real-time online conference for the cross-departmental discussion in Water Resource Agency (WRA).
This a one-year project, the job items in this project are to keep the system correctly and expand the functionality with the previous job progress. The maintenance job of more than one hundred flood watching stations. For expanding the functionality of the flood watching system, we have integrated the CCTVs of city government and Taipower; applied water level image recognization; established backup systems in NCHC and also improve the user interface, security and the system performance including mobile platform. For expanding access grid, we develop a simplified video conference system for backup. During the period of typhoon in 2014, this system helps a lot for communicating with the other offices of WRA. This project is expected be effectively in disaster prevention applications and adopts other research relative to disaster prevention issue.
