本局轄管曾文水庫，其集水區範圍遼闊，區內環境地質脆弱、山坡陡峭、溪流湍急、地質構造複雜、岩性脆弱、土壤鬆軟、年雨量大而集中，加以近十數年來我國經濟繁榮，促使山區迅速開發，農用開墾、開路等情事日益增多，加速造成坡地崩塌及表土沖蝕，每遇颱風豪雨，上游大量泥砂被沖入水庫，水庫面臨快速淤積之困境，勢將嚴重影響水庫功能與永續利用。 其次水庫集水區之違規開發，也會加劇對水庫之淤積，而對土地利用管理首重在防範於未然，經由現地定期巡查及衛星影像變異點查勘，在發現疑似違規開發行為時，可適時通報權責機關查處，在違規開發行為尚未加劇擴大之前，制止並進行相關之水土保持、復原等工作，另外依據「水質水量保護執行巡查作業注意事項」，為強化水質水量保護區之保護，也應辦理保護區之年度巡查作業。 另莫拉克颱風後，水庫面臨各項問題之困境益形嚴峻，為治理曾文、南化、烏山頭水及穩定南部地區供水，99年5月12日總統公布「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」，各權責機關積極執行曾文水庫集水區保育治理等工作，為釐清各機關治理、災害形成及民眾開發造成集水區地形地物變動，有必要辦理定期現地巡查，並輔以衛星影像分析變異點並進行現地查察，除可遏止集水區違規開發外，並同時暸解集水區各機關治理工程之成效，此外辦理教育宣導活動，教導民眾勿濫墾、濫伐及濫建，以期防範於未然。

1. Objective Zengwen Reservoir watershed is a wide, hilly, rainy and geologically sensitive area. The fast-growing economy also increases the rate of developments within Zengwen Reservoir watershed. After Typhoons, the heavy rain triggered landslides and debris flow thus brought the rocks and muds into the reservoir. Those massive mud and sand deposition shall decrease the function and ultimate life of reservoir. Therefore, integral applications of satellite images and periodical road patrol are used to supervise the illegal land use and the landslides caused by nature disasters. Educational propagandas are also held in this project to educate the peoples living in Zengwen Reservoir watershed to prevent illegal land use and to highlight the conservation of environment. 2. Satellite image processing and analysis Satellite image Formosat-2 or SPOT-5, SPOT6/7 satellite images are used in this project. 9 phases of satellite images (cloud ratio less 20%) are collected to detect land cover variation during this project. 3. The periodical road patrol in reservoir watershed (1) Vegetation change detection of satellite image The purpose of satellite image land cover variation detection is to reduce the loading of road patrol. Focusing on the detected variation spots reduces the time and effort of field investigations. A.104 year: A total number of 240 land cover variation area are investigated in this project. 69.2% caused by farming activities and seasonal vegetation changes. B.104 year: 18 suspected illegal events are reported to the land administrations; 2 illegal and 16 legal events are confirmed. (2) Monthly road patrol 18 roads (with classification higher than “country road”) are included in the monthly road patrol. (3) Civil works A.31 civil works near the patrol roads recorded monthly to observe work changes. B.4 civil works are recorded monthly to observe deposit changes in the riverbed. 4. Monthly reports and graph drafting Monthly reports 11 monthly reports are submitted before 5th of the next month.? 5.
