逕流分擔與出流管制相關規範增(修)訂完成函頒後，由於其屬新興政策，各目的事業主管機關及地方政府對實際推動將存在許多問題，故此一重大改變亦應透過教育訓練廣為宣導，以利各單位熟悉依循，其方式包括辦理國際型與國內之逕流分擔與出流管制大型研討會，另需辦理逕流分擔與出流管制之專業教育訓練，以及排水計畫書編撰與審查之教育訓練等。訓練對象除水利署轄管單位外，亦應邀請各地方政府、相關部會、顧問公司及專業人員參訓。 公共政策的施行，往往造成民眾的不便與不習慣，因此需要廣為推行民眾教育宣導，使其瞭解公共政策的本質與重要性，進而獲得民眾支持並妥善結合由下而上的民眾參與機制。本計畫建議之措施包括強化民眾溝通及建置互動機制平臺、成果展示及資訊公布等兩個面向。其中強化民眾溝通及建置互動機制平臺可配合架設網站作為基礎，廣為宣傳；而成果展示及資訊公布面向則包括有製作文宣資料、召開記者會或說明會，以及電子與平面媒體專題報導等方式。

“Runoff allocation and outflow control” policies aim to meet downstream river drainage’s “flood control design standard” and strengthen “flood control protection standard” water conservation policies on the regions to be protected. The content of “runoff allocation” includes the increase in runoff volume due to land development or land use changes left in the development zone by development units through various measures, where waterway and land management authorities are requested to negotiate and share the volume increase due to climate change. “Outflow control” refers to allowing existing drainage canals which have not met design standard to coexist with water, and enhancing the flood control function of the drainage canal in the region which has met the design standard. To effectively promote runoff allocation and outflow control policies, the Water Resources Planning Institute, Water Resources Agency, Ministry of Economic Affairs delegated the National Association for the Promotion of Community Universities (NAPCU) to conduct the project of “2017 Policy Advocacy and Public Participation of Runoff Allocation and Outflow Control” this year. Through the continuous collection of relevant topics and policies, laws and regulations of “runoff allocation and outflow control” and information on public participation of water conservation and river policies in Taiwan and overseas, a policy advocacy theme base and teaching materials have been established. NAPCU also cooperated with 15 to 20 community universities and local river societies to conduct 30 policy advocacy sessions all across Taiwan, enabling the public to understand the relevant topics and policies regarding “runoff allocation and outflow control” and further promoting the establishment of the public participation mechanism. In addition, three design workshops were conducted on the drainage canals surrounding the Southern Branch of the National Palace Museum in Chiayi, Taichung City’s Dali River and New Taipei City’s Taliaokeng River. Through topics like public-private collaboration and consultation platform, the establishment of regional water recycling facilities design, multiple stakeholders of land development and water resources management, discussions were conducted among public and private organizations to find a solution to address the difficulties and challenges faced by each region. Through the execution of this project, we hope to increase the public’s awareness and understanding of “runoff allocation and outflow control”, and help the Water Resources Agency further establish a public participation mechanism.
