鹿寮溪水庫位於台南市白河區馬稠後與嘉義縣水上鄉牛稠埔溪交界處,係於民國28年興建完工,隸屬台糖公司所有及管理。目前水庫淤積非常嚴重,庫容已由完工時之378萬立方公尺,降至目前(103年) 之78.8萬立方公尺,淤積率達80%,為活化水庫及提高水資源利用,亟須辦理更新改善。
本署南區水資源局及本所於民國95年至105年間陸續辦理更新改善可行性規劃相關計畫,目前已完成工程可行規劃及正進行二階環評調查分析。依據前期辦理民意問卷調查成果,當地民眾有66%贊成、20%成有條件贊成,惟與民眾座談時,仍有部分民眾對計畫內容不瞭解而產生疑慮,因此實有必要與民眾作持續溝通,並建置多媒體影音展示,作為提供與民眾互動溝通宣導之用,以利後續推動。
英文摘要
Lu-Liao-Creek Reservoir, located on the border between Ma Chou Hou (Paiho District, Tainan County) and Niu Chou Pu (Shueishang Township, Chiayi County), was built in 1939. This reservoir is owned by Taiwan Sugar Corporation. However, there has a serious siltation problem. The capacity of Lu-Liao-Creek Reservoir is dropped from 3.78 million cubic meters to 788,000 cubic meters. To enhance the utilization of water resources, the reservoir must be improved. Because the citizens’ democratic consciousness keeps on increasing, it is more and more difficult to promote the reservoir’s construction project; therefore, in order to win the public’s identification, resolve the resistance against the promotion of the project, we have this plan.
1. Flow Monitoring and Analysis
(1) Flow Monitoring Result
A. The Observations of Radar Surface Velocimeter
Radar on De-Dao Bridge with riverbed cross section data is used to monitor the water level. The results are shown in Pic-1.

B. The Results of Manual Observation
The measurement method is based on the reflection of the radar to calculate the surface velocity of water flow. The usual velocity range is between 0.2 to 0.9 m/s and the flow rate is about 0.87 cubic meters per second to 1.62 cubic meters per second. During torrential rain, the velocity range becomes about 0.4 to 3 m/s and the flow rate is about 44.01 cubic meters per second.
C. Chu–Kou Station Correlation Analysis
Chu-Kou Station and De-Dao Bridge flow volume return result are shown in Pic-2. Due to limited data, it is suggested to continue monitoring works with additional monitoring equipment at Chu-Kou Station to elevate the effectiveness of monitoring results.

(2) Sediment Content Monitoring and Analysis
This project currently finished sediment content measuring 12 times. It is used to compare with flow rate. The result is shown in Pic-3. According to the currently analyzed result, when the flow rate is greater than 30 CMS, the sediment content is increased significantly. It is suggested not to perform water intake to the reservoir when the flow rate is higher than 30 CMS to avoid reservoir siltation. Due to limited data, it is suggested to continue the monitoring works with additional recording on typhoon season to elevate the effectiveness of monitoring results.

2. Citizens to Participate
(1) Establish Relevant Party Information of Land Rights and Interests
A. The Range of Map Overlay
The full water level of this project is EL.91.5 m, but considers the influences of the Yunsui River’s allocation in Cross-District Water of Baihe Reservoir project, the full water level might be reduced to EL.86.5 m. Therefore, there are two kinds of map overlays, one range is EL.86.5 m with 30 m protection zone, and another is EL. 91.5 m with 30 m protection zone.
B. The Results of Map Overlay
When the full water level is 91.5 meters, including protection zone 30 meters, the area of the land is 206.2 ha. When the full water level is 86.5 meters, including protection zone 30 meters, the area of the land is 151.9 ha. The area of the dam construction work is 27.7 ha. The area of the earth storage yard A is 5.3 and the storage yard B is 5.7 ha.
(2) The Visiting of Opinion Leader
Interviewing the local opinion leaders could realize the key issues and local needs. Their suggestions are the foundation to the future plannig. They are willing to see the improvement works of Luliao Reservoir, but they also hope that goverment could carefully evaluate the reasons of the pros and cons. Moreover, it needs more communication to local residents to get their supports.
(3) NGO Groups Interviews
After communicated with 9 NGO groups, could understand they pay attention about the following issues: water leakage, water conservation, rain water recycling, the planning and utilization of ponds. It's important to keep communicate to get more groups' supports.
(4) The Communication with Locals
This plan adopts means of conference, visiting, the high acceptance of the people who attended the visiting can help us build relationship and sense of trust with them. In order to promote rational talk of public communication and win the initial trust of the people. Trustful to gradually identified, identified to gradually having consensus, then adopt the consensus into planning, and achieve the agreement to shape a common vision.
(5) Response Strategies and Evaluation for Main Topics
According to all the evaluations, there could be classified to five main influences to the improvement project, such as the development necessity, engineering technology, related stakeholders, civic participation and environmental impact assessment. Due to these five issues, there might face some situations so that should discus and make the response strategies first.
3. The Engineering Project Multimedia
(1) The Three-dimensional Video
The ten minutes three-dimensional video of the projects is about the improvement works of Luliao Reservoir. Without the complicated narration, it uses some interviews, which tell in simple, to convey the concepts of the program.
3. The Design of Commercial Brochures
The brochure content includes the project introduction, the surrounding attractions and the statement of improvement. Consider about the saving problem and public collection, so the brochure takes the checkerboard way to design which could let people learn the knowledge easily
