英文摘要
Water supply in the southern part of Taiwan is highly variable and depends primarily upon local climate conditions as water supply fluctuates significantly between seasons. With the added pressure of a gradually declining supply of water over the years, Taiwan Sugar Corporation has begun devising plans to provide a steady water source for the Chiayi Region.
To enable this, the Water Resources Agency, Ministry of Economic Affairs, has begun conducting related studies and reviews since 2006. They include but not limited to the following: Feasibility Study, Revising Engineering Plans, Environmental and Ecological Survey, and Environmental Impact Assessments. However, information on riprap quality, soil conditions and topography was insufficient; it is therefore the objective of this project to conduct further investigations. Relevant findings are summarized as follows:
I. Rocks sourced from Bai-Shui River and Shih Long River were found to be inadequate to meet rock riprap standards. The material should therefore be sourced externally. This means that rock quality standards could be satisfied, and the amount of disturbance to the environment as well as any potential public resistance could be mitigated.
II. The recommended riprap source from Cingshuei River basin is also the main source of construction material for the recently constructed Hushan Reservoir. The material is in ample supply with good engineering properties. Its particle size is adequate and require very little transporting time. It is thus an ideal source for the current project.
III. Geological investigation of dam structures and its appurtenance include 6 boreholes of a total length of 210m. New dam sites and appurtenance structures were re-drawn onto geological map according to borehole results and land surveys from the past. Dam sites primarily situate above the Liushang and Erchungchi Formations that consist of interbedded sandstone, siltstone, and mudstone. The rock mass is generally well compacted but cohesionless. The rock is relatively loose and uniaxial compression tests showed that the rock strength is between weak and extremely weak, and not durable. Given that joints are not prevalent and the rock is water-tight, therefore with relatively low strength bedrocks, cut-off structures should be installed to prevent failures from weak planes. Given that dam appurtenance structure - including permanent surface intake structure, spillway and construction channel- rely heavily on the integrity of the tunnel structures, therefore tunnel excavation should monitored for potential squeezing ground conditions, excavation collapse, crown collapse with care.
IV. Geological map for the headrace tunnel was investigated through the use of 240m refraction seismic and two boreholes of a total of 120m. It was found that the tunnel is primarily founded on Kanchialiao formation consisting of sandstone and mudstone, as well as an interbedding of both types soil. The rocks are generally well-compacted, but cohensionless with the uniaxial compression test indicating strengths between weak and mildly weak and the rocks were not found durable. In light of the quality described above, squeezing ground, excavation collapse, crown collapse should be carefully monitored during tunnel excavation.
V. Topographical survey for the current project covers the dam, the flood plain and the headrace tunnel, with an additional 28 hectares that consist of weirs and their appurtenance structures. The survey can assist in project planning and the allocation of the engineering structures. In addition, the introduction of 3D simulation also helps with planning and serves as a medium to communicate with the locals.
