民國88年起至90年,行政院國家災害防救科技中心(前國家科學委員會防災國家型科技計畫辦公室)首次進行並完成全省22個縣市淹水潛勢圖分析與製作,供各級行政機關做為施政參考。近年來,由於圖資資訊化及淹水模擬分析程式快速演進,經濟部水利署於民國96年起進行全國淹水潛勢圖更新工作(第一次更新)。由於淹水潛勢圖製作所需之基本資料、模擬條件及演算模式不盡相同,無法整合及提高淹水潛勢圖之準確性,因此本所於102年辦理「全國淹水潛勢圖資更新及整合先期計畫」並依據目前淹水模擬技術,參酌國內外做法,並藉由專家座談會彙整意見,制訂「淹水潛勢圖製作及測試手冊(草案)」,俾利水利署暨所屬機關製作淹水潛勢圖時,有遵循標準作業程序,並產出穩定、可靠及高品質之成果,利於後續整合應用。因此,本計畫將以此手冊內容為基礎分行政轄區逐步完成更新,本計畫以「南投縣、花蓮縣及臺東縣」為範圍辦理淹水潛勢圖第二次更新計畫,作為中央部會及所轄各級政府再行審視各水災災害防救計畫之用。

In order to manipulate stable and reliable inundation potential maps, this program was based on inundation potential map production. This program focused in Nantou County, Hualien County and Taitung County as the circumstance of the second upgrading potential inundation maps, and the results would provide the central ministrations and all levels of governments to review the flood hazard rescue plans.
Based on the process of manipulating the inundation potential maps provided by the inundation potential map production and testing manual, there were three parts of this program. The first stage is to collect the information, and characteristic analysis including dividing the regions, topography analysis, hydrology analysis and Oceanographic analysis as the basis of building inundation model and verification. The second stage was to build the inundation model and verify it which adopted significant typhoons events in recent five years, then determine whether the hydrologic routing, hydraulic routing, and the decoration of hydraulic structures and engineering in the inundation prone area of the inundation model were appropriate or not, so as to make the results correspond to the historic inundation investigation area for ensuring the results in the next stage would fit the current situation. The third stage was scenario simulations and presentation of the results. The results would based on the finished engineering in the end of 2015, decoration of the pump stations and detention basins, the protection engineering of the villages and the finished regulation of the river cross sections in the inundation model. The scenario simulations included three time lag, 6 hours, 12 hours, and 24 hours, besides coordinated with 9 kinds of fixed quantity of rainfall and 8 kinds of return periods (2, 5, 10, 25, 50, 100, 200, and 500 years) to produce each inundation potential maps, and ten kinds of the fixed quantity rainfall would need to be examined and compared with the opened inundation potential maps. In addition, considering the torrential rain, storm surge, wave overtopping happening in the same time, the inundation model simulate the situation of the time lag in each return period under the condition of establishment of embankment due to the wave overtopping in the coastal area. Before the inundation potential maps were examined, we must hold the local conference and invite the staffs of rescue to determine the accuracy of the inundation potential maps for achieving the reliability of the maps completely.
