自來水水質水量保護區的劃設，使民眾在保護區之地理範圍內，共同面對水源保育的公共議題，除維護完善的生活環境，也期待創造共同的生活福祉。本署自民國100年起辦理「自來水水質水量保護區水源保育推動計畫」，進而藉由水源保育社區營造，希望透過社區自發性的能量，達到水源保育之目的。此外同時考量環境、經濟與社會因素對水源保育社區之影響，輔導社區產業活化，融合水源保育功能，善用社區資源，自給自足，永續經營水質水量保護區，使之成為兼顧環境、經濟與社會因素之水源保育社區。 為落實水質水量保護區水源保育措施之推動，本計畫擬融入民眾參與、社區營造精神及水源保育措施之元素，打造保護區水源保育社區。計畫辦理社區營造及水源保育相關活動，除協助地方及社區發展，並推廣水質水量保護觀念，分享水源保育社區營造之經驗，最後歸納彙整試辦經驗，期能協助本署水源保育相關業務之推動。

The plan of water quality and quantity protection area is significant for the protection of water resources. However, the implementation depends on the cooperation of local residents. In order to accomplish water conservation, to promote local business, and to help developing sustainable environment in the water quality and quantity protection area, we try to integrate the concept of public participation and community development into the promotion of water conservation measures, such as LID (Low Impact Development), BMPs (Best Management Practices), rain saving and water saving device in this study. It’s hoped that efforts made in the study will strike a balance between water conservation and local development. The ultimate goal is to achieve the vision of sustainable watershed development, accompanied with community development, environment protection and water conservation. The results of this study are as below: 1. It’s to collec and analyze cases of domestic and foreign community development, as a reference of this study. 2. It’s to organize promoting activities of nine studies, four visits, workshops and seminars. 3. It’s to select and counsel four of the communities in water quality and quantity protection area for the promotion of water conservation as paradigm, and to hold related activities. 4. Production of promotional materials and interpretive signs to provided the results of water conservation advocacy. 5. It’s to compile the implementation experience and observation in the study into the community development for water conservation.
