本計畫為三年(104年~106年)延續性計畫，辦理濁水溪主流及主要支流陳有蘭溪、東埔蚋溪、南清水溝溪、水里溪、清水溪與次要支流卓棍溪、塔羅灣溪、沙里仙溪、和社溪、十八重溪、郡坑溪、阿里山溪、加走寮溪、過溪(不含水庫蓄水範圍及集集攔河堰)進行基本資料蒐集、河川環境調查、生態調查、河川空間利用分布狀況調查、河川環境管理建議、調查成果彙整、分析與評估及生態資源資料庫之建置及報告編印等工作，並研擬河川環境管理建議及生態資源資料庫之建置。

Early in Taiwan rivers development and management was more emphasis on use of water and control of the water, however the ecological environment is less considerate. In recent years, the government and people would like to have better quality of lifestyle and more care about the concept of protecting ecological environment because of economic development and the increasing of revenue. Currently, the river management is not only about reducing and preventing the disaster, but also including river ecological environment concern and conservation. Zhuoshui River basin is located in midlands of Taiwan. The range of the Zhuoshui River basin is east to Central Mountain. The watershed is in Nenggao, Dashigong Mountain, Dan Mountain and Mabolasi Mountain, south to the highest mountain in our province - Yushan. The basin is flow through 21 towns, including Nantou, Chiayi, Changhua, Yunlin etc.This is the longest river in Taiwan, the area is about 3156.9km2and length is about 186.6km2 long. Since Zhuoshui River ecological environment is complex and the ecological conservation concept is paid close attention by the public, the administration units have to maintain river ecological basic investigation regularly and consistently that can ensure river ecological conservation work got clear reference data. It can reach the goal including of use of water, control of the water and educate the people to protect the water. The Taiwan Water Resources Agency, Ministry of Economic Affairs in order to promote Zhuoshui River enterprise, management of the river, river habitat environmental conservation, river repopulation and provide reference data for hydraulic engineering unit about the planning of ecological engineering methods. Therefore, it can promote additional survey on Zhuoshui River and the plan on river environment construction. Zhuoshui River had done the research “Investigation of Current Status” in 10 years ago. In order to find out the river environment and ecological changes and to enrich the present river ecological database, it is important to focus on Zhuoshui River to do a research for the changing in last 10 years and start a new investigation and comprehensive environmental and ecological situation of the river. This project is according to The Taiwan Water Resources Agency, Ministry of Economic Affairs in 2015 transacted “the river situation investigation”. as a three years plan for the research. This project is continuous the preliminary investigation plan and in order to do survey on Zhuoshui River main stream and main tributary, the research area will expand to the Zhuoshui River minor tributary. This year project is focus on Zhuoshui River main stream - Chenyoulan River and SaLiSen River downstream. To finish the river situation investigation (archive, analysis and evaluate), set up the river environment and ecological resources management recommendations of the updated database as the goals. All the information from the database can help the different department to execute the river management and the better method to design in ecological environment as a reference. It can reduce the impact on the ecological environment of the future management.
