後龍溪位在傳統客家山城，當地工作機會較少致年輕人口外流嚴重，水庫所在地人口老化現象相當明顯。為瞭解本水庫建設對當地客家文化可能之衝擊並研擬相關保育對策，本所除已執行環境影響評估工作外，並於民國98年12月完成「水庫推動計畫(3)－人文生態系統保育芻形規劃」專題研究工作，認為水庫建設無可避免將對當地人文生態系統產生衝擊，有全面展開調查、規劃以妥善保育之必要，遂辦理本計畫。

Abstract Recently, due to the local industry rapid development and the probability of the drought significantly enhance because of the climate change, there is a crisis of water shortage in Miaoli. Houlung River and Ta-an River is the main river in Miaoli. Because Houlung River through Taian Township, Dahu Township, Shihtan Township, Gongguan Township, Tongluo Township, Miaoli, Touwu Township, Zaoqiao Township and so on, Houlung River is the most important rivers in Miaoli. In addition, the low utilization of water resources in Houlong River, so it has huge benefit of water resources development. Planning the Houlong River water resources utilization for many years, included the survey of humanities and ecology, and ecological conservation program in recent years. There are considerable effectiveness in the Touwu Township Fei village which is the targeted development area. However, after the assessment of the Impact on the environment conditionally approved in the republic year 99, the project has entered a new era. There are two main works, included the depth understanding of the local situation and the proper conduct of the subsequent imposition matter, and humanities and ecosystem conservation and the survey of basic information. In order to calculate the subsequent compensation, we use the idea of “Focus Communication and Depth Link "to investigate the local information and land status. We also establish the cooperation between local people and Water Resources Planning institute, and train local people to become tour guides. Turning the primary and the secondary role between the levy and levied to become the important assistant in the preservation of local culture, training of personnel, and economic regeneration. Emphasizing on "win-win cooperation and create a new situation " to resolve possible resistance. In addition, the status survey indicates that a total area (including reservoir protection zone) is comprised with 302 hectares, 142 units in residence, and 372 people in population. The compensation is estimated 4.66 billion NTDs approximately, which is averagely 15.4 million NTDs per hectare. The construction site (including biodiversity offset land) is totally 211 hectares, and 2.52 billion NTDs in compensation. The total compensation of utilized land in this project is 7.18 billion NTDs. Due to total compensation is 0.97 billion NTDs higher than the investigation result by 2006, unit raw water cost would be raised from 11.0 NTD/m3 to 11.3 NTD/m3.
