The "Distributed Run-off And Inundation Nowcast System"(DRAINS) for Fifth River Management Office has migrated from Water Resources Agency in 2009. DRAINS would start up automatically while typhoon alarm announced, collect real time hydrology data, forecast typhoon climatologic quantitative precipitation, and simulate runoff flow rate and river unsteady discharge. DRAINS could also start up manually for storm event and connect the QPF products of QPESUMS from Central Weather Bureau to simulate flood migration. The forecast results would be displayed by graphs and charts to make user clear at a glance.DRAINS updated basic data and made an extension version in 2010, which included hydraulic structure graphical display function, automatic execution and hourly simulations as users make the manual start up project at a client, a cumulative rainfall and river overbank flood module based warning information notification and alertness component for Bazhang River which combines mobile devices and sends messages to the people work in the Fifth River Management Office automatically, and the warning area display in the DRAINS while warning conditions happened. DRAINS integrated the ensemble quantitative precipitation forecasts (QPFs) product provided with the maximal, average, and minimal QPFs of the typhoon event, and calculated corresponding flow situations in the rivers.In 2011, DRAINS broadened the serving basin to the Puzi River and Jishui River, accomplished the automatic start-up and simulations based on QPESUMS in heavy rain events, developed the Warning and Alertness Information Integration component to provide hydrologic and hydraulic information to related persons, analyzed the error of the predicted water level and displayed the tread of the error in time to provide the system performance reference, provided a map-based display component to display the warning areas to remind users where might be inundated.DRAINS extended the past results in this project, updated the basic data and maintained and validated the related parameters, and made several necessary extensions according to the system operation and performance during the typhoon and heavy rain events. DRAINS broadened to Beigang River, reviewed and examined the existed rivers and extended to provide whole hydrologic and hydraulic observation and prediction information with regard to the rivers and basin during the typhoon and heavy rain events. DRAINS included an offline simulation system which integrates historical hydrologic and physiography data to present the hydrologic and hydraulic calculation and related conditions of historical typhoon. DRAINS integrated the user experiences from the past events and modified the user interface based on the user needs to facilitate the query and use and to promote the factual efficiency.
