四草北段海岸現仍為自然沙灘之海岸，尚未興建海堤，地方陳情於大浪時會有溢上至陸地之情況，而南段則現為陡坡式之海堤，親水性及景觀等欠佳。本計畫研究重要如下：1. 應用人工砂丘復育、圍籬定砂與海岸植生等方法，達到保護與美化四草北段海岸，並兼具營造生態環境之目標。2. 台南市四草海岸為陡坡式海堤，其親水性、景觀性與生態性均不足，本計畫冀經四草南段海堤斷面之研究，研擬改善現有海堤斷面，以達成海岸防災與營造生態環境之雙重目標。

Thus, choose Shi-Cao coastal as a research for rehabilitation of experiment zone in Tainan. On the other hand, local civilians claimed to observed dikes overtopping appearance and flooding throughout the fish farm during typhoon event. The total research contains background survey, overtopping site measuring, artificial sand dune site experiment, sand fence and vegetation rehabilitation in order to enrich the local environment. As to the steep levees of Shi-Cao southern coastal line with no beach obtain. Using numerical model countermeasure the beach nourishment to provide better solution due to local matter.
