由於高屏溪河幅及流域寬廣，河川區域中不僅有豐富生態資源及歷史建築，更包含賴以維生的種植情形，加上民眾活動及各機關於河川區域內施設需求頻繁，使得近年來流域內河川環境管理事項複雜，極需加強管理河川環境及提升環境品質以確保河川環境永續發展，爰將河川環境營造與管理列為重要施政措施。 鑒此，依據河川管理辦法第27條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之。」規定，研訂河川環境管理計畫並檢討評估河川分區，以落實管理河川區域使用行為，確保河川環境永續發展及維護生態環境目標邁進。 爰此，本局依據經濟部水利署水利規劃試驗所辦理「河川環境規劃規劃技術手冊」及「高屏溪河川環境營造初步規劃報告(初稿)」之成果，研提「高屏溪水系河川環境管理計畫」以確立河川分區達到落實管理河川區域使用行為，創造整體河川水系樣貌及願景。 。

To improve rivers and their environmental quality, resource utility, and ecologically sustainable development, the WRA and its river offices have been involving concepts of riparian management into mid and long-term governance implementation. As this reason, this project was proposed to review the existing riparian land uses for better constructing future vision of Gaopin River’s environment under the relevant laws and regulations. The content of this report includes the following tasks.The first task is to collect all related data for the river and its surroundings including hydrological, geographical, ecological data. Particularly, land uses, engineering survey, disaster investigation, ecological survey were collected. Later based on those data, several main river management issues were proposed for aspects of environment protections, water resources utility, land uses flooding and sedimentation hazards etc.
