水庫對於水資源之有效利用具有非常重要之地位，肩負民生、工業、農業及發電用水所需，而水庫安全與否，不僅是水庫功能發揮之關鍵，亦關係下游民眾之生命財產安全。經濟部水利署北區水資源局(以下簡稱本局)鑑於水庫安全之重要，對轄管之水庫致力於各項安全監測及檢查維護工作。另依據水利建造物檢查及安全評估辦法第9條規定，水利建造物興辦人應進行定期與不定期檢查，爰此，提出「109年度石門水庫、榮華壩、中庄調整池及羅東堰安全監測分析及水庫壩堰檢查委託技術服務」工作計畫書(以下簡稱本計畫)，以執行水庫安全監測分析及確保水庫安全與標的功能之發揮。

1.shihmen Reservoir (1) No unusual settlement and movement on the upstream and downstream of the dam.(2) No unusual seepage and cracking on the interfaces between the dam and the ridges.(3) All hydraulic machineries and electronic equipment were tested and are generally in good condition.(4)Water pressure in the core section of dam is related to the water level of the reservoir and lower than the recommended upper bond value. Water pressure in the downstream shell is zero.(5)The water table level is related to the rainfall (fluctuated 1~6m). Slope stability analyses show that only Section F-F during the heavy rainfall has FS=1.2 lower than the alert level FS=1.3 but higher than the required FS=1.1.(6)Seepage water in grouting galleries and dewatering galleries are clean and the water tables are stable. Both indicate that the cutoff grouting works is well.2.Ronghua Dam(1) No unusual settlement, movement and crack of the dam surface. Ronghua Dam is in good condition.(2) The water delivery tunnel has minor cracks and seepage, most crack width is less than 3mm, and in general, the tunnel is in good condition.(3) All hydraulic machineries and electronic equipments were tested and are in good condition.(4) The seepage of draining gallery is related to the rainfall. The seepage is 1~4 ltr/min in the right side of dam foundation gallery and close to zero in the left side. The seepage is 10~25 ltr/min in the right abutment and 1~5 ltr/min in the left abutment.(5) The monitoring results of the extensometer can be different by 2-4mm between winter and summer, due to temperature changes. The cumulative displacement is about 5-8mm at the L1 and L2 of the front pool, and at the L7 and L8 of steel pipe #31pier.3.Zhongzhuang Auxiliary Lake (1). The weir and Lake embankment are in good condition.(2)There was obviously clear leakage from the weepholes of inner wall at the station 0k+500 to 1k+150 at the toe in the drainage ditch when the lake water level was close to full water level. It is not obvious when the water level is lower.(3) All hydraulic machineries and electronic equipments were tested and in good condition. (4)The monitoring results of the uplift water pressure of the Zhongzhuang weir are still maintained at 8~25kPa, less than the theoretical analysis suggestion value of 1~2.8m.(5)The cutoff wall and core zone are still functioning according to the results of the water pressure measurement.4.Luodong Weir (1) The weir is in good condition.(2) Structures of water collection well and operation room are in good condition. The rusty rebar in the bottom of well is fixed.(3) All hydraulic machineries and electronic equipments were tested and operated are in good condition.(4)The tiltmeter data show the movement is 530 sec upsteam and 940 sec to left bank, and is over the general alert value. The structure is stable now based on site inspection and structure analysis, and it is recommended to add a tiltmeter each on the adjacent structure and the opposite side of the recent tiltmeter.
