流域內相關之河川環境管理事項及單位甚多，且近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫「河川環境營造計畫(104年~109年)」之執行策略，訂定河川環境管理計畫列為重要措施，期能在卑南溪流域(支流)朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域土地合理使用等目標邁進。

The planning perimeter of “Beinan River Watershed Environmental Management Planning (Tributary of Beinan River)” includes 26 Beinan River tributaries and its related areas. In the environmental analysis, the Rakusan River, Dalun River is in conservation area, the environmental conditions are more primitive then others that have more embankment, access roads, and agriculture, some with settlement in the surrounding area. In addition, through environmental sensitivity analysis, it is understood that the suitable land use in most of the tributaries is for natural leisure use. The Hongshi River is partially suitable for environmental education and hydrophilic activities. The Rakusan River and Dalun River is suitable for ecological protection due to is locality in conservation area. The River environmental management is divided into section and zones base on its environmental profile and environmental sensitivity analysis. In the sectional planning, the Rakusan River, Dalun River, and upper stream from Luming Bridge of Luye River is categorized as “River Conservation Section” due to its locality in conservation area and its natural features. The Hongshi River confluence to Zouzhuo Cultural Square (section 12-1) is categorized as “Human Operation Section” due to its proximity to townships and “Guanshan Artificial Wetland” and its surrounding area consist of leisure/service facilities. Other river sections that are suitable for natural leisure activities are categorized as “Natural Use Section” In zoning, the Rakusan River and Dalun River is suitable for environmental protection and is categorized as “Environmental Protection Zong”. The Hongshi River (Confluence Point ~ Shandian Bridge) is designated as an “Environmental Education Zone” suitable for environmental education. The Hongshi River (Shandian Bridge ~ Zouzhou Cultural Square (section 12-1) is suitable for hydrophilic activities and is classified as a “Hydrophilic Activity Zone” In addition, some areas have been designated as “Disaster Prevention Management Zone” due to flood prevention considerations, governance needs, dredging needs, landmass thickening , and geologically sensitive areas, such as Zhongye River, Mukeng River, Zhuoshui River, Dianguang No.1 River, Jiawu River, Nishui River, Wan’an River, Shanli River, Shanli No.1 River, Luye River, Jiafeng No.1 River, Luliao River, Jiadian River, Jialu River, Kanding River. “Temporary Refuge Zone” are set up on Zouzhou Cultural Square on the left bank of Hongshi River due to its surrounding open area and proximity to Xinfu township for earthquake and fire disaster use. Overall vision of environment is base on slogan of “Weaving With The New Green Embankment, Roaming In The Blue Ribbon Paradise”. There are 4 local briefings during the planning process with deep talks with local residents and gained positive response. Furthermore, this project developed 20 items of river environment improvement plans. There are 11 priority plans (to be carried out in 5 years), 5 soon-to-be-needed plans, and 4 long-term plans. The projects also requires cooperation of relevant agencies, and many agencies indicates that they can cooperate with each other to ensure future implementation.
