「八掌溪支流河川環境管理規劃研究」期能檢討評估現今八掌溪支流內使用行為與管理作為外，亦將朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域內土地整合使用等目標邁進。本局將針對八掌溪固有特色及在地民眾需求，據以完成河川環境管理規劃，再依河川治理計畫及施政方針訂定河川環境管理計畫，從事有計畫的河川環境管理。

In recent years, river management concepts change into improve theenvironmental quality, and sustainable development of environmental ecologyand resource use. River is the core of the eco-circulatory system. It is related toenvironmental quality trends, also is related to the suitability of human living anddevelopment. To comply with the connotation of the river environmental management, this project is named to River Environmental Management Planning of Bazhzng River. The purpose of the planning is to improve the law of human useriver resources, and explore the reasons for the deterioration of the environment,and propose improvement strategy. In the report, the tasks and approaches to achieve the project goal including background data collection, establishment of built environment vision and making strategies for river environment management are introduced sequentially. The domain and sites that are concerned with the project applications are firstly determined for consecutive work such as background investigations before the local meetings hosted to exchange information and comments among authorities, locals, and NGO groups for the environment concerns. The conclusions gathered during the meetings need to be integrated as the base of following build environment planning. In considering the environmental characteristics of Bazhzng River, the vision of Bazhzng River environment planning and development is proposed. On basis of various investigations, the Bazhzng River system was partitioned into several sections which are different in terms of their natural and humanity characteristics. As far the available riparian land, the space is planned to be used functionally. The evaluation for the plans should take security and safety into consideration and determines the plan priority orders. The cooperation and required responsibilities taken among the authorities are analyzed by the land jurisdictions and public participation
