在台灣，因為極端性氣候所帶來的複合型災害，造成大量生命財產損失，其重大者應屬2009年莫拉克颱風。在莫拉克颱風之後，針對災後重建與災害防治體系更新與改進，行政院以跨部會多項計畫持續推動，其中針對極端性氣候與複合型災害之長期性調整，即為行政院所推動的「低碳永續家園」，該計畫賦予相關部會「低碳城鄉環境調適及災害防救推動措施」相關分工職責。本署在此一分工架構下，肩負責任包括「提供災害(水災)防救相關宣導資源」、「協助建置適合鄉（鎮市區）及村里參與使用之防救災資訊交流平台」、「研究全球氣候變遷趨勢下巨災型洪災之對策」等相關工作。 有鑑於此，本署近三年來不斷致力於各項多元的災害預警措施，如:防災資訊服務網、行動水情App、LBS預警系統等，並藉由與民間企業、機關的結合，提升、強化防汛抗旱的組織應變能力與速度，以期望達到災害風險的有效管控，降低災害的影響性。 本計畫的目標，在於透過多元訊息傳達通路整合應用，結合民間團體自主性力量，與網路互動溝通無遠弗屆的傳播能量，將防汛抗旱的觀念與各種汛情預警系統加以推廣，同時展現政府與民間共同面對極端性氣候複合型災害的努力成果。

The Water Resources Agency, MOED has been managed " The Experience Learning and Disaster Prevention smart improving of the Compound Disaster " project from 2012 to 2017. The main goal is to integrate applications through multiple messaging ways, and to combine the power of private autonomy with the concept of fulfilling social responsibilities of enterprises by using internet and fb to promote the concept of flood control and drought relief and disaster prevention and mitigation tools. It shows the efforts the joint efforts of the government and the people in facing the extreme climate complex disasters. This plan is to promote the concept of deepening localized disaster prevention education, which is building a toughness and disaster prevention campus, and improving the autonomous action of localized disaster prevention. We have constructed the disaster prevention education spaces in Jinhu Elementary School in Kouhu Township, Yunlin County, and Yutian Elementary School in Jiaosi Township, Yilan County, which is combined the local cultural history and the water disaster prevention community are used to display the poster, and used Flooding sensor science teaching aids to learn the flooding information automated reporting system from operation. We also have established the regional water disaster prevention learning map, and invite residents at Yutian and Kouhu to explain the application of the water disaster prevention learning map and discuss local disaster prevention response. In addition, a large-scale interactive learning teaching aid for water disaster prevention and reduction was exhibited at the National Kaohsiung Science and Technology Museum and the Kili Bay Cultural Center. This plan also have participated the "106 Disaster Prevention Campus Construction Excellence School Conference" which is held by the Ministry of Education from April 13 to 14. It mainly designed interactive teaching aids for disaster pre-announcement measures to improve the concept of disaster prevention of teachers and students. In order to strengthen the evacuation and mitigation capabilities of social welfare institutions such as the elderly and physically and mentally handicapped, this project completed four trainings of “Water conservancy disaster prevention information communication warning message application and technology promotion”, in North, Central, South and East region before mid-May. In addition, this plan has done 6 showings of propaganda activity, set the “Expanding water conservancy and disaster prevention knowledge” games with the release of publicity media to ensure that people learn from disaster prevention small knowledge. Moreover, this plan also maintains and updates the "Flood Prevention and Drought Resistance Facebook", to provide the knowledge of water resources and disaster for water network communities. The number of fans is already ultra-exceed 25,500 people until November.
