經濟部水利署為降低淹水災害、確保水源穩定供應、改善河川環境、促進水源供應多元化、涵養水土保育地下水，興辦及發展多項水利事業。水利事業計畫包含種類項目繁多，與國民生活品質息息相關，許多水利事業之興辦發展對於公共利益及社會環境價值有其正面幫助，需讓社會大眾與相關政府機關了解各項水利事業必要性與價值。 然不同於許多以開發為導向之公共建設計畫，水利事業核心目標包含營造水環境、確保水資源及建立水文化。而水的環境、資源及文化具有多重效益，部份價值可透過市場機制加以衡量，然而有更多產出的效益，如：促進區域經濟社會發展、涵養水源、景觀環境優化、生態環境維持、維護生物多樣性、保護文化資產等對於國民生活品質之提升等效益，因不具有市場機制，無法透過市場貨幣交易加以衡量。雖無法量化其市場價值，並不表示沒有價值。因此為將水利事業整體興辦及發展相關計畫，以全生命週期之觀點，進行整體價值評估。本研究將建立臺灣水利事業價值評估系統，對水利事業計畫進行防災、環境生態及社會經濟等各面向所產生的價值評估，並建立量化衡量機制與作業準則。

The core target of water resources project includes building water environment, ensuring water resources and establish water culture. These targets are difficult to be reflected in monetized system. But these targets are very important to human living quantity. This project evaluates the value of a water project based on sustainable development concept. The evaluation process is separated into two stages. The first stage evaluates the total value according to economic, environmental and society aspect. Only the first stage satisfies the minimum requirements, then a project can go into the second stage and perform monetized evaluation. The value from economic, environmental and society aspect are the score from index. Then the total score is a weighted summation. Highest decision maker has the right to modify the wright. This project use Shimen reservoir’s two construction project, initial construction, Ronghua Dam construction and Amuping tunnel. these is also compared with YAMAY environmental construction. It is clear to see the emphasis of water project is different from past to now. Also, from the analysis, we can also see the economic benefit from a water project actually is increasing in time.
