臺灣地區自五、六O年代因地下水超抽問題嚴重導致臺北盆地、臺灣西部沿海及部分蘭陽平原陸續發生地層下陷問題，嚴重影響國土資源利用與保育，因此前臺灣省水利局為解決地下水災害（包括地層下陷、海水入侵、地下水水質污染…）等問題，遂著手規劃臺灣地區地下水觀測網計畫及實施地層下陷防治執行方案，以期透過長期之水文地質鑽探、地下水基本資料收集、分析與應用，並配合通盤規劃地層下陷區土地利用、加強地層下陷區產業輔導工作、加強地下水管制及水資源規劃及教育宣導等防治對策為主軸，了解各區地下水實際地下水水位狀況及地層下陷持續下陷面積，以期達到地下水永續經營及保育。 本署為使地下水觀測井能持續正常運作，持續分析現有地下水觀測井運作情形，並減緩地層下陷發生，已配合「第一期地層下陷防治執行方案(民國84 ~90年)」、「第二期地層下陷防治執行方案(民國90 ~97年)」及「臺灣地區地下水觀測網整體計畫(民國81 ~97年)」之計畫目標與成果，目前正執行「地下水保育管理計畫(民國98 ~103年)」，以賡續前述成果與戮力解決後續地層下陷問題，並自民國98年迄今已委辦相關計畫，分析成果應配合政府資訊之公開與展示，同時因應資訊全球化之腳步，將歷年執行計畫成果及相關統計資料，彙整為符合國際化資訊方式展示，實有必要。

The purpose of this project is to compile and present the achievement on “Groundwater Monitoring Network Integrated Plan” and two phases of “Land Subsidence Prevention and Reclamation.” In order to achieve effective propagation and follow the international trend, the contents of this project include the following tasks: compile and publish the accomplishment of the two projects in English and Chinese versions; compile the essential report of the “Groundwater Monitoring Network Plan”; update the Hydrologic Year Book of Taiwan (groundwater part) and translate to English; publish, compile, update, and manufacture the DVD of electronic books of groundwater monitoring network reports; compile and supplement data on website of groundwater monitoring network. By completing the above works, it is expected to provide materials to administrative and legislative departments for policy explanation, and to provide citizens and mass media for broadcasting. The public awareness of groundwater conservation can thus be raised, and the public consensus of groundwater conservation and enhancing social responsibility can be established. The gap between the law and public opinion, and policy resistance can also be reduced.
