鑑於本署及各所屬機關資訊機房於日常甚至防汛期間所擔任之資通訊責任益發重要，為確保重要系統正常維運及資訊網路服務效能，希冀以更完善之資訊機房環境監控與緊急通報及應變等安全維運機制來強化本署各資訊機房資通訊安全。另，電業法第43條亦規定「用戶已裝置之用電設備，每三年至少檢驗一次」，遂依此精神進行全署資訊機房內電力系統及用電設備每三年定期檢驗，期以達到資訊機房安全、平穩之營運目標，爰擬成立本計畫。
