確保海岸地形水深資料的完整性與正確性，為海岸防護工作的重要基礎。水利署每年由各河川局依據海岸防護需求編列預算，進行各河川局轄區範圍內海岸地形水深測量，並依「海岸防護規劃基本資料觀測調查作業參考手冊」規定需於檢查通過後將測量成果上傳至「海岸防護基本資料庫」。然而歷年來各河川局海岸地形測量成果資料上傳資料庫，常會發生資料錯誤、資料繳交不完整及格式不一致等情況。 本所為加強「海岸防護基本資料庫」地形測量資料之資料品質，持續辦理「海岸防護規劃基本資料觀測調查作業參考手冊」及驗收實務推廣；為加強上傳檔案類別及數量之完整性，亦新增「成果檔案繳交清單設定及檢核表匯出」等系統功能，及研擬「海岸調查成果圖資提繳格式及樣態」供河川局做為招標文件之附件。至於資料正確性、成果精度等品質要求，仍須由各河川局依驗收程序查驗，於驗收通過上傳資料庫階段，本所僅能以人工目視方式檢視地形水深資料之合理性，惟海域地形測量具有不可視性與隨時間變化之特性，無法像陸域測量可找尋特徵點來進行查驗，不易比對錯誤。且若發現明顯資料錯誤，需由各河川局向原承辦廠商索取更正資料，惟以往常面臨計畫已結案而無法提供更正資料之情形。 爰此，本計畫擬進行歷年各河川局上傳「海岸防護基本資料庫」之海岸地形測量成果不合理樣態分析及檢核機制探討，並提出詳細之海岸地形測量資料驗收與品質檢核標準作業流程，據以訂定「海岸防護規劃基本資料觀測調查作業參考手冊-地形測量成果檢核標準作業流程」及開發「海岸地形測量成果檢核程式與使用者介面」，以加強海岸防護基本資料庫地形水深資料之正確性，提升使用者對資料品質的信賴度。

1、Preface Unreasonable data, incomplete data and inconsistent format data often be found in Basic Database for Coastal Protection. This project analyzes the coastal surveyed data in Database and finds some unreasonable problems. The SOP and Manual of coastal surveyed data checked is built from those unreasonable problems. To strength the correctness of the data, the Check Program of Coastal Surveyed Data is developed. 2、The unreasonable problems of coastal surveyed data analyze The water depth data during 2011 to 2016 from each River Management Office are downloaded. Four questions are find, including the upload data that not match the rules, incorrect data format, incorrect data content, and some content is missing in the data. After analyzing the coastal surveyed data of each River Management Office, the 2nd, 4th, 5th, 7th, 9th, and 10th have unreasonable problems. 3、Build the SOP of coastal surveyed data checked The SOP and Manual of coastal surveyed data checked is built. 4、Develop the Check Program of Coastal Surveyed Data and user interface The Check Program of Coastal Surveyed Data is developed. The Program is developed by ArcGIS for Desktop Basic and Spatial Analyst. The schedule time is 10 minute.
