鑑於花蓮海岸位於臺灣東部,又是每年颱風侵襲較為頻繁地區,為因應沿岸國土保護需求及百姓生命財產安全考量下,本局陸續辦理海岸防護工程,如吊放混凝土消波塊、興建離岸潛堤、導流堤及凸堤等設施,除達到防災減災功能外亦確保沿岸居民之生命財產安全。為瞭解各區域防護設施之功效,並監控海岸灘線之變化,自75年起至今均持續辦理南北濱及化仁海岸監測調查計畫,並自91年起陸續於94、95、96、98、102、103、104、105、106年辦理海岸基本資料、斷面測量及岸變遷調查計畫,所得資料均整合建置亦將上述區域之監測資料分析比對,以作為日後海岸防護對策研擬之參考依據,爰今年亦持續辦理各海岸調查監測計劃。
英文摘要
Hualien coast located in the Taiwan eastern and attack by typhoon frequently. In order to understand effectiveness of protective equipment in each region and to monitor shoreline change; The 9th River Management Office of water Resources Agency, Ministry of Economic Affair has been doing coastal change monitor observation program along the Hualien coast since 1986. Qixingtan Coast in 2002, Ciwidian Coast in 2005, Niushan Coast in 2006, Dongxing to Fongbin Coast in 2007, Environmental Park in 2009, Zonta to Sinchen Coast in 2013, Novosti Coast in 2014 and Fengbin in 2015 are added to the monitoring range ; with the approach of database built and integration, the result can be applied to coastal changing research,embankment rehabilitation, as well as coastal protection countermeasure.
According to Survey and monitoring for the Hualien Coast in 2018, the result:(1) Zonta to Sinchen Coast (approximately 17.5km), from Zonta to Sinchen shoreline shrank in average rate of ?0.957 m/year compared with 2013 year data. (2) Qixingtan to Royalton Coast (approximately 6 km), Qixingtan shoreline shrank in average rate of -3.24 m/year compared with 2013 year data ; However Royalton shoreline few growth cause of flow field from north coast in average rate of +1.08 m/year thus stacked gabion walls at toe increase shoreline stable. (3) Bebin, Nanbin and Huaren Coast (approximately 4 km), in Jinghua District, Hualien City, Coastal flow field and coastal sediment circulation system changed caused Meilun River estuary deposited and the south of Bebin shoreline shrank severely since Hualien east and west port breakwater construction completed in 1987, shoreline shrank in average rate of ?0.23 m/year, before offshore breakwaters construction completed in 1996 shoreline shrank in average rate of +1.89 m/year. (4) Ciwidian to Niushan Coast (approximately 2 km), Ciwidian shoreline shrank in average rate of ?1.42 m/year compared with 2013 year data, and Niushan shoreline shrank in average rate of ?6.21 m/year. The overall trend show land side shrank back and Niushan shoreline shrank rate faster than Ciwidian coast. (5) Yanliao (approximately 1 km), Yanliao shoreline shrank in average rate of +2.12 m/year. (6) Novosti to Fongbin (approximately 9 km), Novosti shoreline shrank in average rate of -1.85 m/year, and Fongbin shoreline shrank in average rate of ?1.52 m/year compared with 2013 year data, the whole shoreline growth toward.
