1. 河川治理以往以防洪安全為其主要功能，但在現今社會愈趨著重環境美化、生態保育及休閒遊憩之今日，如何整合區域環境及拓展民眾生活空間，已是時勢所趨。因而在確保河防安全的原則下，尋求「治水」、「利水」、「親水」及「活水」之機能，達到河川流域空間跨域加值及多元化利用為目標是本計畫重點工作。 2. 木瓜溪位於花蓮縣境內，其下游自銅門大橋以下，為遊客由花蓮進入鯉魚潭的必經路線，中游左岸榕樹部落的榕樹堤防段，為進入著名慕谷慕魚的入口門戶，遊客經常停留聚集，鯉魚潭風景區因其具有天然的湖光山色，長期以來為花蓮當地居民及各地遊客所喜愛之景點之一，據統計自100至104年平均年遊客量已超過140萬人次，故位於台九丙區域的木瓜溪沿線，亦為遊客進出必經的路徑，榕樹堤防周邊也成為遊客停留聚集的區域，然木瓜溪原規劃計畫，主要為河川治理與防災為主，缺乏整體水岸環境、生態及親水機能，為提昇河岸環境景觀、增加遊客休憩空間，本計畫以確保防洪需求之前提，兼顧環境景觀整體規劃最後提出具體可行方案及管理策略，作為後續執行依據。

Mugua River is located within Hualien County, and her downstream from the Tong-Men Bridge connects with the major visiting highway to the Liyu Lake Scenic Area. The Jongshu Highstandardized Bank at the river left side is also connected with the riverside highway to the famous Megmegi ecological corridor. Tourists visit and stay in this area very often since there are also some famous and nearby recreation areas such as the Jong-Shu tribe and the Chi Nan Forest Recreation Area. These areas have a good accessibility because the abovementioned highways. Due to the natural lakes and mountains beauties, Liyu Lake Scenic Area has long been one of the most popular attractions for Hualien residents and tourists from all over the country. The number of tourists has reached more than 1.4 million annually from year 100 to 104. The Hualien Government and the East Rift Valley National Scenic Area Administration have been implementing quite many different projects in Liyu Lake Scenic Area recently hoping to further create an international attracting hydrophilic parks. And, the planning areas of this project represents an important tourist entry point of this lake and will thus benefits a cross-border regional development. The project will cover 14 km long of Mugua River from the conjunction of Dachingshui River to the confluence mouth with Hualien River. The environmental rehabilitation area from Tongmen Bridge to Mugua Bridge is about 5.5 km long. The major tasks include the front toe slope protection of riverbank, bank recreational facilities, and river patrol roads, etc. at this area. And, the remaining river portion should complete its preliminary planning and prepare a final project report. According to the results of site situation survey and analysis, this project select some scenic spots with higher development potential, such as the Jongshu Highstandardized Bank at the upstream side of Renshou Bridge where the planting situation is in a good condition. Also, this bank is next to the Megmegi Tourist Information Center and can easily connect with a vast hinterland and beautiful valleys called Emerald Valley on the right bank side and the Liyu Lake Scenic Area via the Renshou Bridge. It has the environmental conditions to contact both sides of the Mugua River and extend its recreational values. The main purpose of the project is to create a more complete recreation network on the basis of river safety by bridging the existing higher quality recreational spots and the bicycle routing. The project other target is to integrate some diversified activities with the natural recreation experience and environmental landscape rehabilitation of the Mugua River. It proposes to create an environmental space at different river areas in order to fully utilize the characteristics of the various river sections of the Mugua River. Therefore, a total of six thematic subdivisions within the project scope is identified. After further natural resource investigation and analysis, questionnaire survey and opinion collection, tourist accessibility analysis and environmental conditions appraisal, two local symposiums held to exchange views with the local people, finally, this project chose Jongshu Highstandardized Bank at the left side of the river, the right bank area at upstream of Tongmen Bridge, and the Chuying-1 Embankment as three demonstration areas where we will further design to provide a new natural environment for recreational and recreational activities in the Mugua River. Fothermore, this project will combine the natural resources of areas like the Emerald Valley, Megmegi and Liyu Lake,…etc., to create a hydrophilic space that will integrates environmental education and recreation activities into this river environmental rehabilitation tasks. The project finally proposes that the Jongshu Highstandardized Bank and the right bank area at upstream of Tongmen Bridge as the priority areas to be executed so as to create a good image of the riverside corridor of Mugua River for the local residents and tourists. The expected benefits of the overall project are environmental friendly and also integrate the aesthetics of the embankment to create a more amenable waterfront recreation and green landscape in Mugua River. In terms of efficiency, this project will combine the bank bike lanes and regional bike lane networks, linkage with the surrounding recreation activities and facilities and will eventually create a cross-border value-added benefit by combining the tourists of the Megmegi eco-tourism and the scenic spots of Liyu Lake Scenic Area.
