由歷年計畫針對臺南海水淡化廠之興辦評估各項工程可行性、環 境現況調查與環境影響評估等工作，評估於臺南地區設置海水淡化廠 已具可行性。期間曾於民國101 年5 月辦理1 次取排水設施所在海域 之地形測量（海測範圍約3 公里  2.3 公里）。臺南海水淡化廠經多面 向綜合評估，迴避鄰近國家公園、河口濕地、潟湖等生態敏感區，選 擇台南市將軍區廢棄鹽田為廠址，占地約23 公頃。取水系統規劃陸域 段取水管線沿青山漁港北防波堤埋設，長約3 公里；海域端取水管線 長約0.6 公里，埋設於海床下至少1~2 公尺深，整體取水系統採離岸埋 管式取用海水並考量避開南側青山漁港航道、台江國家公園海域範圍 及外海電纜、油管管線等可能限制條件。

Abstract Tainan possesses the ability to build Seawater Desalination Plant thanks to the evaluation of the plan against setting up Tainan Seawater Desalination Plant about the engineering feasibility, the present situation, and the impact of the environment. Topography measurement of the sea area, where the water intake and drainage facilities are located on, is performed in May, 2012. (The surveying range is about 3 km  2.3 km.) It chooses the deserted salt pan as the site for Tainan Seawater Desalination Plant in Jiangjyun District, Tainan City after the multi-dimensional assessment accomplished and avoided the eco-sensitive area such as the near national park, the estuarine wetland, and the lagoon. The area occupies about 23 hectares. It arranges the water intake system that the water pipelines on land, whose length is about 3 km, are built along the northern bulwark at Qingshan Fish Port, and those at sea, whose length is about 0.5 km, are built under the seafloor with the depth more than 1to 2 m. The whole water intake system applies by setting up water pipelines offshore. Also, it takes some potential restrictions into account such as averting the channel at the south side of Qingshan Fish Port, the ocean zone of Taijiang National Park, the offshore cables, and the oil pipelines. This proposition, concerning when the forthcoming project about the water intake and drainage facilities constructed, the information about change of coast and sea area having to be collected, conducted the survey of coastal topography in June and September 2015. Simultaneously, the property of seasonal and long-term variation in the planning region will be analyzed according to the product of the measurement with the collection of previous monitoring data (more complete water depth monitoring data), the maps relating to the former coast, aerial photograph, and satellite imagery. Ultimately, the result of coastal topography surveying, combined with the data of the water intake and drainage pipelines, the planning achievement of the Seawater Desalination Plant, the interdisciplinary idea, and the landscape image as well as the concept design about the whole plant, will be made into the three-dimensional model system of computer simulation, and then post product into the animation of Tainan Seawater Desalination Plant Platform for presenting the exhibitions of following project set up, the environmental assessment, and promoting the task of Tainan Seawater Desalination Plant.
