The climate change and increasing demand of Jilung might raise the supply risk, Water Resources Planning Institute (WRPI) reviewed the early feasibility Study of Shuangxi reservoir in AD 2011 and AD 2012. Shuangxi reservoir will yield to Jilung district with Jilung water supply system. The joint water supply system include Jilung river, Shuangxi river, Masu river, Malingkeng river, Kanghaokeng river, and Erping spring. The joint system include Shuangxi reservoir can yield to Jilung district sufficiently and also be a backup of Hsindian river water supply system. It will reduce the yield burden of Feitsui reservoir after the completion of “The Utilization of Water Resources of Banxin district – Phase II (Banxin Project II)”.
After simulating the long term water resources utilization, under the criteria of Shortage Index (SI) equal to 0.1, the Shuangxi and Jilung joint system can yield 93,000 cubic meters per day more after the completion of Shuangxi reservoir only, but the joint system can yield 162,000 cubic meters per day more after the completion of Shuangxi reservoir and the expansion of Gongliao pipe. After the completion of Shuangxi reservoir and the expansion of Gongliao pipe, the Shuangxi and Jilung joint system can yield 450,000 cubic meters per day, plus the yield of 34,000 cubic meters per day from local water resources, total yield is 484,000 cubic meters per day, and it is over than the estimated demand in AD 2031. If Taipei Water Department still support water, 84,000 cubic meters per day, to Jinshan, Pinglin, Danshui, Shenkeng district, there are still 98,000 CMD surplus water available for use in the joint system. The surplus water can use to slow the impact of water shortage from severe drought in Jilung district but also reduce the yield burden of Feitsui reservoir after the completion of Banxin Project II.
In taking into account the average annual water supply, the most severe annual average water shortage rate - days, SI, and the empty days of Shuangxi reservoir in simulation duration, the KS-DM operation rules are the best for Shuangxi reservoir. The KS-DM operation rules include: the severe lower limits can cover the shortage risk of 19% occurrence probability and 6% maximum average shortage rate; the lower limits can cover the shortage risk of 11% occurrence probability and 13% maximum average shortage rate; the upper limits can cover the shortage risk of 29% occurrence probability and 1% maximum average shortage rate.
