本計畫係為全台灣地區地下水及伏流水資源調查工作之先期計畫，將綜整既有文獻及研究成果，就地下水及伏流水資源開發所應具備之前期資訊建立規範，提出因地制宜之作業流程，以作為後續台灣地區(含台灣北段山區及離島)地下水及伏流水資源調查規劃工作推動之參據。

This project focuses on the preliminary work of the investigation plan for groundwater and hyporheic flow resources. After collecting the related references and the results of previous studies, the specifications of the data for evaluating groundwater and hyporheic flow resources were established. What is more, the achievement of this research is the guide for future investigations and assessments of groundwater and hyporheic resources in Taiwan. According to the references of groundwater and hyporheic flow resources investigations, the most important work of each investigation is the hydrogeological surveys and the tests. The results of the hydrogeological surveys and the tests can be used to establish a hydrogeology conceptual model for evaluation and further discussion in the future. Furthermore, the effect of the river discharge could be the criterion of the assessment process of groundwater and hyporheic flow resources development potential. The Reference Manual of Investigation and Analysis for Available Yield of Groundwater Zones in Taiwan is an important output of this research. The process of the typical groundwater investigation includes four levels; data collection and analysis, field investigations and tests, hydrogeological conceptual model, numerical simulation and estimation of acceptable yield. In this project, 44 reports for 9 major groundwater zones are introduced. The basic hydrogeological characteristics of these groundwater zones are presented in details. According to the hydrogeological characteristics and the due to lack of the basic data, the works of future investigation of each groundwater zone is set in the Plan of Investigation and Analysis for Available Yield of Groundwater Zones in Taiwan. The duration of the overall plan will be from 2017 to 2024. Total funding requirement is NT 121,500,000. Another important output is the Reference Manual of Investigation and Plan for Hyporheic Flow in Taiwan, which categorizes the process of the hyporheic flow resources to three scales; basin scale, reach scale and site scale. The results of each hyporheic flow resources investigation plan can assess the potential of hyporheic flow resources in a specific site. Additionally, the preliminary study investigates the assessment of groundwater resources in the North Mountain Area in Taiwan by using the existed data which are also included in this project. There are 2 regions with high groundwater resources potential. Last but not least, the groundwater observation networks of offshore islands in Taiwan, is evaluated as well. The total of the observation wells of the islands of Penhu, Kinmen, Matsu and Green Island are 4, 3, 4 and 1 respectively.

這份報告是「臺灣地下水區可用水量調查分析及伏流水調查規劃先期作業成果報告」的附冊一，名為「臺灣地下水區可用水量調查分析參考手冊（草案）」。 報告由經濟部水利署水利規劃試驗所主辦，國立雲林科技大學水土資源及防災科技研究中心執行。 **主要內容摘要：** 本手冊旨在提供一套整合性的地下水調查方法、作業流程及評量基礎，以期未來臺灣地區地下水調查成果能有共同的分析基礎。其目的在於查明調查區域的含水層分布、結構、水位、水質、地下水流場及收支量，為建立水文地質概念模型和評估地下水補注量提供參考。 報告內容涵蓋了： * **前言：** 說明編撰目的、適用範圍及調查程序。 * **基本資料蒐集與調查：** 列出需蒐集的氣象、地質、地形、地面水文、地下水文、水質、土地利用及環境敏感地等資料項目與原則。 * **調查試驗：** 詳細介紹水文地質調查、地下水補注量調查、地下水抽水量調查及水質調查檢測等方法，並分析其優缺點與應用層面。 * **水文地質概念模型建構：** 闡述如何綜合分析調查成果、繪製圖資、進行水平衡分析，並建構區域地下水形成機制、賦存狀態及運移規律的概念模型。 * **數值模型建置：** 說明數值模型的評估流程、網格與邊界設定、參數設定、率定驗證，以及模型的限制與不確定性。 * **可用水量推估：** 定義可用水量，並說明其推估原則與方法，包括分區劃設、地下水抽水量設定、可用水量分析及總體可用水量推估。 總之，這是一份為臺灣地下水資源調查與管理提供技術指引的參考手冊草案。
