研訂調整金門地區水資源運用架構方向，並研提金門地區水資源運用策略推動建議，以供未來政策參考。

The annual precipitation is less than the annual evaporation in Kinmen. Constrained by the topography and the limited water resources, storages of all the natural ponds and reservoirs can not meet the water demand. Excessive drawing of ground water has also resulted in seawater intrusion on the west part of the island. To ensure reliable domestic water supplies and to preserve ground water resources on the islands, the government is actively promoting the development of water resources improvement plan. Plans to supply raw water from the Fujian Province in mainland China is also under consideration. However, after taking into consideration of growing prosperity between Taiwan and China, a continuing tourism development in the island, the agricultural transformation and development, as well as conservation of water resources, an adjustment of the current water supply strategies in Kinmen is imperative. This project not only review the domestic and tourist water demand till 2041, but also estimate the water demand for agriculture. The construction of surface water, ground water, sea water desalination plant and other alternatives have been formulated to which would satisfy all the islands’ water supply needs till then. Also establish risk emergency countermeasures about water supply from mainland China.
