This project provides the maintenance and extension of the flood forecast system in First River Management Office (RMO-1) on its basis. The parameters are calibrated using past typhoon events for forecast accuracy, further improvement of flood map display functions for immediate response with in-time information application system automation, including river information analysis in flood period, Technical support and forecast consultion, river situation survey and rainfall and river information provision in torrential events.The survey of water level gauges and 3 cross sections in both upstream and downstream for each catchment are completed and imported into the geomorphology database for hydraulic models, the existing cross sections are remain unchanged from previous year. For the hydrology data, the astronomical tide are updated and the necessary web service for the system are maintained. The parameters of Lanyang River and Heping River of the forecast system are calibrated using the 2013 Soulik typhoon event, and are verified using the Usagi typhoon of the same year, now the model can reflect the actual water level behavior reasonably.This project provides river information analysis, technical support and forecast consultation, satisfying the request of RMO-1. Also, in the period of typhoon Matmo and Fung-wong hit, 3 personnel are full time stationed in RMO-1office, conduct forecast system control, system troubleshooting, forecast operation assistance and outcome translation.On the topic of the relation between lag time, rainfall, water level and flooding, the following result is obtained: When the inflow at the Jiayuan bridge, Lanyang river mainstream is less than 2000 cms, the lag time for the flood peak to reach downstream Lanyang bridge is in 2 hours. A linear relation can be found between the observation water level and rainfall of the upstream catchment of Lanyang bridge using past typhoon records, but the improvement by the relation curve is limited. The accuracy of the rainfall alert value verified using past inundation events, used in Water Resource Agency, is about 70% in plains and 50% in mountain area.The existing data in flood map are updated and maintained, and observations of water level, rainfall and CCTV records from Yilan County Government are kept receiving. Meanwhile, observation and forecast rainfall in the upstream catchment of arbitrary settlements or water gauges, flood prone area or county jurisdictions are now available for torrential event in-time operations.In this year, 2 automatic water gauges and 10 mini water level recorders are implemented in the flood prone areas of Dezikou creek and Dongshan river, provide water variation records in Matmo and Fung-wong typhoon periods for other projects as references, and inundation survey are carried out as requested.
