在台灣，因為極端性氣候所帶來的複合型災害，造成大量生命財產損失，其重大者應屬2009年莫拉克颱風。在莫拉克颱風之後，針對災後重建與災害防治體系更新與改進，行政院以跨部會多項計畫持續推動，其中針對極端性氣候與複合型災害之長期性調整，即為行政院所推動的「低碳永續家園」，該計畫賦予相關部會「低碳城鄉環境調適及災害防救推動措施」相關分工職責。本署在此一分工架構下，肩負責任包括「提供災害(水災)防救相關宣導資源」、「協助建置適合鄉（鎮市區）及村里參與使用之防救災資訊交流平台」、「研究全球氣候變遷趨勢下巨災型洪災之對策」等相關工作。 有鑑於此，本署近三年來不斷致力於各項多元的災害預警措施，如:防災資訊服務網、行動水情App、LBS預警系統等，並藉由與民間企業、機關的結合，提升、強化防汛抗旱的組織應變能力與速度，以期望達到災害風險的有效管控，降低災害的影響性。 本計畫的目標，在於透過多元訊息傳達通路整合應用，結合民間團體自主性力量，與網路互動溝通無遠弗屆的傳播能量，將防汛抗旱的觀念與各種汛情預警系統加以推廣，同時展現政府與民間共同面對極端性氣候複合型災害的努力成果

Attributed to the distinctive geographical conditions in Taiwan, along with the extreme weather caused by global climate change, the incidence of compounded disasters has risen; thereby, it has also stimulated the public and the enterprises to increasingly concern the importance of “knowing the disaster, and preventing the disaster.” This conforms to the core values of disaster prevention-- the awareness, which is exactly the purpose of this project. The 2014 project thus consists of the following major tasks, demanding the public to transit from ‘Know-What’ and ‘Know-Why’ then to ‘Know-How.’ The achievements of this project include: coordinating three sessions of “The Enterprise Forum for Water Induced Disaster Prevention” and sharing the practice accomplishments of enterprise social responsibility, we enhanced the discussion and communication for disaster prevention from both the government and the enterprises. There were in total of 249 representatives from the industry, the government and the academic fields participating in these three sessions. For flood control and drought relief healthy exercise routines as well as educational promotion activities for disaster prevention, we followed up the National Disaster Prevention Week by the Ministry of Education and arranged propagation activities in the following 4 schools, including Feng Ming Elementary School (New Taipei City), Shu Yi Elementary School (Taichung City), Zhong Tan Elementary School (Kaohsiung City), Hua Ren Junior High School (Hualien County). In addition, we arranged 10 sessions of disaster prevention and propagation activities, and also put on lively drama performances to transfer the messages of water induced disaster prevention. The Facebook page for flood control and drought relief, for 7 months since its operation, has seen the growth of 2,140 likes. This shows the influence of social media and how our team has utilized its power for rapid communication, reflecting the positive feedback we received from promoting the idea of flood control and drought relief. We used prevailing Internet tools, such as Facebook, GoogleDocs, and major information platforms, as well as printed brochures for promoting activities to effectively propagate the means of flood control and drought relief (including the disaster prevention information Website, mobile hydrologic data application, Facebook page for flood control and drought relief, inundation information warning system) along with related knowledge and information. Every activity has not only conformed to the requirements of the project contract, but also enhanced the propagating effects, because of the value-added items appropriate to the current situations, making it possible to implement the concept and tools of disaster prevention, and to instill them into the public minds. The items and achievements for each and every task are described in each chapter.
