台灣地區因經濟發展因素,導致各標的用水需求總量急遽增加,然因自然環境條件限制,河川遭污染,影響地面水源之質與量,由於部分地區基於地下水之使用成本低廉,且水質與水量穩定之考量,民眾大量開鑿水井抽取地下水以彌補各標的用水之不足。此外,近年來由於全球氣候變遷,此亦導致台灣的豐枯水期更加明顯,水資源之調配更為艱鉅,此也凸顯地下水資源之重要性。為確保各標的用水水質與水量的穩定,本署自民國81年起辦理「地下水觀測網整體計畫」,於全臺各地下水分區以分期分年之方式建置地下水觀測站網,截至該計畫結束,本署已於全省建置完成762口觀測井。
本署藉由此等觀測井掌握各地下水分區長期水位與水質變化情形,作為擬定水資源永續利用政策之參考依據。惟為有效運用有限資源掌握各地下水分區整體水質狀況,利用本署與環保署歷年各地下水區相關水質調查及分析評估結果,選定適當水質指標觀測井及檢測分析項目及頻率,確為一可行作法。此外,離島地區地下水鹽化及濁水溪沖積扇扇頂硝酸鹽氮含量偏高亦為台灣地區地下水所遭遇之問題,嚴重影響國土資源之開發利用及地下水之用水安全。故本計畫擬延續歷年研究成果,持續辦理地下水觀測網之水質監測工作,並以豐枯水期地下水水質監測為主要工作,評估各地下水分區豐枯水期主要水質特性及其變化可能發生原因與影響因子,同時提出防治或改善對策,達成有效管理與運用地下水資源之目標。
英文摘要
The project of groundwater network of Taiwan was conducted from 1992 to date. Totally 791 groundwater monitoring wells are established to date. The investigations of hydrogeology, land subsidence, groundwater quality, information management are accomplished to achieve the sustainable development of groundwater resource. To comprehend the groundwater quality of Taiwan and provide valuable information for development, protection, and research of groundwater resources, the groundwater samples of all catchments in Taiwan are collected and analyzed. In this project, nitrate concentrations of 25 monitoring wells in proximal-fan of Choushui river are measured.Through the analysis of the hydrological and hydrological data over the years, we selected the major indicator wells and the secondary indicator wells in the drainage areas of various places. For Kinmen, groundwater quality of 10 monitoring wells and groundwater resource conservation promotion are also completed. The major achievements are as follow.
1. Completed the groundwater sampling work in all the drainage areas, including 5 wells in the Taipei Basin, 6 wells in the Zhongli Taoyuan Platform, 9 wells in the Taichung Basin, 58 wells in the Choushui alluvial fan and 30 wells in the Jia Nan Plain, 143 wells in the Pingtung Plain, 39 wells in the Lanyang Plain, 4 wells in the Rift Valley, and 17 wells in the outlying island area, accounting for 320 wells in the rainy and dry season
2. The main over-standard items are arsenic, iron and manganese. The monitoring wells in the Jianan Plain, Pingtung Plain, Lanyang Plain and Zhuoshuixi alluvial fan are adjacent to the Jianan Plain. Related to the reduction environment of groundwater.
3. Complete the analysis and assessment of the content change trend of water quality projects in Taiwan, and evaluate the increase/decrease trend of water quality projects in each groundwater monitoring well according to the salt and organic factors in each groundwater quality project.
4. According to the analysis of geological sedimentary characteristics, the geological sedimentary characteristics of the outlying islands are mainly caused by the dissolution of evaporating salt mines and the weathering of citrate, which is not caused by seawater intrusion.
5. There are 94 monitoring wells with conductivity >750μS/cm. Most of them are concentrated in monitoring wells in the southwest coastal areas of the groundwater area such as the Choushui alluvial fan, the Jianan Plain and the Pingtung Plain.
6. A 7-day course of Kinmen groundwater environmental education promotion is held. The total number of participants is 40, and according to different groups, 15 best and best works are selected for presentation. The achievement is also published in Kinmen Daily News.
