1、OriginationThis project and relative programs are belong to “Water Resources Planning Institute (WRPI), Water Resources Agency (WRA), Ministry of Economic Affairs”. For the purpose to reducing the damage of disasters caused by water and to enhancing the integrated management of water conservation and drainage systems, WRPI struggled to develop 3D GIS system of drainage belong to central government in 2010, but it does not satisfy the need of integrated use caused by the original structure of hardware and software of system. With the trend of cloud environment constructing, this project aims to arrange GIS information of water resource data and build regional drainage integrated search platform with 3D GIS(GEE and Universe), mobile APP(Android and iOS), public report, and database that improves and update the integrated effect of regional drainage integrated search platform.2、Work flowAccording to the purpose of project and demand items, the work flow of this project includes project purpose and confine, environment of development platform, manners of development, analysis of tasks, and deployment of resource that would be the discipline of following steps of project. This year the project aims tasks: 1.update and extend original database of regional drainage system 2.extend the information of service platform 3.update 3D GIS interface and functions of regional drainage 4.add GEE service platform 5.mobile APP for researching and investigating of regional drainage 6.training programs and tech-swift processes 7.security and maintenance of system.3、Update and extend original database of regional drainageThe project would collect all of regional drainage relative information which includes watersheds and digital reports published by authorities to arrange and rebuilt the search platform of information of drainage distribution. This year, the task would focus on arranging GIS resources, in fixing the service of WRA, and updating the service and structures of database.The item of arranging GIS resources includes 1.aggregate announcements of regional drainage 2.rectify and recheck the drainage pipes information 3.collect reports and relative documents 4.collect figures and cadastral of regional drainage 5.collect transect information and figures of drainage. In addition to, because of the mess of data formats, defining the uniform format and double-check are also important processes for this task. To achieve the contract content, flood simulation also would be analyzed with water dynamic model.For the purpose of application of sharing water resources information platform, the project re-registers the database on the cloud platform of WRA that could offer AA sign-in mechanism and other infix services.The items of database update include maintaining system, coding design and arrangement, and extend service content of database. This work section could enhance the usage of original data and functions by infix other database sources and build integrity of file format coding improving the efficiency of index.4、Extend the information of service platformThis project reinforces original database by introducing different kind of functional applications, including GIS portal, storage of reports and figures, mobile APP, learning information, and support service, on the other hand, tasks also include re-coding and update of reports and figures to improve the usage experience. In addition to, background management of website contains several manage functions such as visitor statistics, competence management, and service management that could make engineers improving the efficiency of maintaining the website.5、Update 3D GIS interface and functions of regional drainageTo satisfy the demand of maintenance of 3D GIS system, the project reinforces the system that WRPI had built regional drainage GIS system in2010 with PilotGaea Universe 4D Server and GIS portal aggregation server. The result includes model facility, database extension, system facility that could achieve the purpose of improving the experience into a better state.6、Add GEE service platformWRA’s GEE portal cloud service has built several kind of service groups to fulfill users demands. The Data of GEE contains GIS web storage center and WRA data sharing platform, all of data could be counted as 146 of TWD97 projection maps, 662 of aerial photos made during the period 2003-2010.Accroding to the interview of system demands and service arrangement, GEE data processing should include data arrangement, projection transfer, data format transfer, and project setting; besides, it also introduces AJAX(Asynchronous JavaScript and XML) and Google Earth Plug-In to build functional groups, such as function list, service list, 3D GIS interface, introduction setting, and system information. With those extend functions, website could be easy to use and applicate.7、Mobile APP for researching and investigating of regional drainageMobile APP (published in Android and iOS system) is an important part in the project because it would aggregate different kinds of information of regional drainage such as coincidences, photos, and snapshot. The service structure of this APP contains several parts, including data search, data overlap, take snapshot and make records, reports search, and drainage transect data reveal that could satisfy the survey demands of WRA and reduce the burdens of preparing tasks before surveys.8、Training programs and tech-swift processesThe training program was hold 6 hours for users of WRPI on 2014/10/30. The content could be separate into 3 parts: mobile APP instruction (Android and iOS system), 3DGIS system (GEE and Universe) instruction and service platform interface instruction. Besides, the training program also design the questionnaires to collect feedbacks for finding out the effect of instructions.9、Security and maintenance of systemThe project follows the regulation of information security of WRA to deal with relative affairs. The system security of development and maintenance is based on GCB check mechanism and BCP solutions; in addition, for improving the quality of whole system service, the project assigns an especial maintainer to solve problems and support affairs. The maintenance of system could be separated into 2 different parts: 1.check the system by the crew uncertainly, 2.failures inform by users and solve by maintainer of the crew.
