研擬南水局高屏堰管理中心環境教育推動短中長程推展行動方案，協助本局高屏堰管理中心環境教育基地整體教案及基地輔導規劃，順利取得環教認證場域。

In 2015, the Southern District Water Resources Bureau, Water Resources Agency, Ministry of Economic Affairs, entrust the Center for Water Resources Studies, National Sun Yat-sen University to execute the project of “Southern District Water Resources Bureau Developing and Designing Environmental Education Bases Assessment Program”. In this project, according to environmental education facility certification and management approach to environmental education in article 2 of the fourth largest facility indicators (including natural or cultural characteristics, environmental education professional manpower, environmental education program, and operation) coupled with the existing hardware infrastructure, tourism and leisure and surrounding community association feasibility, policy-level, we completed the SOWT analysis and held three sessions of expert advisers, and finally selected the “Kaoping River Barrage Weir” as the most suitable for the next stage of the environment education facility application base among the four administration centers of the bureau (Agongdian Reservior, Mudan Reservior, Kaoping River Barrage Weir and Jiashien River Barrage Weir). In order to continue providing high quality environmental education services, it is expected to submit the environmental education facility certification applications (including staffing, facilities, management, curriculum programs) for Kaoping River Barrage Weir Administration Center at the end of 2016. The purposes are further to provide the citizens better environmental education network services platform, which will continue to ring the network platform maintenance and to update and establish the programming phase for the base applications including the introduction of environment of Kaoping River Barrage Weir, the course introduction, and interface of visiting application. In addition to continuing to strengthen the ability of environmental education teachers, the project also planned to plant the basic concept of environmental education into the deep hearts for every staff of the bureau. Hence, it was entrusted to accept this service project. After many sessions of expert consulting and work executing meetings, it has been completed the written parts of Kaoping River Barrage Weir Envionmental Education Facility Certified Applications. In this written applications, the environmental education program was aimed to "diversified water resources, stable water supply, features of the union, and the prosperity". In addition, four course modules were designed including water conservancy facilities and applications, and the symbiotic with water, river water ecological network, local environmental education and community participation. Until now, six teaching units have been developed including the module of hydraulic facilities and application (“Water Resources Ark”, “Multiple Water Resource Supplement from Kaoping River Basin”, “Natural Water Filters”), the module of symbiotic with water (“Go Go Kaoping River” and “The Pre-existing and Future of Kaoping River”), and the module of local environmental education and community participation (“Everything for Water”). In this project year, for environmental education web platform it was added 6 main features including back-end account permissions to distinguish between feature development (divided into three permission authorities: super administrator, unit contractor personnel and general environmental education teachers), front-end course information (divided into Tsenwang Reservoir and Kaoping River Barrage Weir environmental education), the private message function, expansion the document information tab for environmental education teachers, environmental education teacher’s participation in statistical reports, and QR-code for characteristic sceneries. Besides, in accordance with the requirement from the administration team of Tsenwang Reservoir Environmental Education Facilities, the operation was revised and updated occasionally. Until the end of November 2016, a total of 76 system functions, interface adjustment and related data deletion and supplement log job were completed. In addition, the four-hour employee environmental education activities have been completed five sessions, including two sessions of classroom courses and three outdoor activity courses. During the performance of these courses, it was all conducted surveys for satisfaction and council for environmental education activities in the areas of processing direction of investigation and analysis by the staffs. In this project, a total of 222 questionnaires were issued, while a total of 148 were returned. According to the preliminary statistical analysis, it was found that the sequence of the first three preferences for employee favorite environmental education activities was as following: outdoor learning, visiting, and experiencing, while the favorite environmental education activities of the former three categories were as following: natural conservation, environmental and resource management, and cultural preservation. 97% of the employees involved in such activities thought that the environmental education activities for the project year were appropriate and such activities could facilitate the rising of understanding environmental education, while about 90% the employees involved were willing to assist the bureau in promoting environmental education.
