早期為維護居民生命財產安全及發展經濟，施設了許多水利構造物，但是於規劃設計時並未將河川棲地、生態及景觀等因素納入整體考量，因此造成河川生態環境的破壞。水利署為保育河川生態環境，於民國97年研提「重要河川環境營造計畫(98～103年)」，以規劃河川環境經營與管理的整體目標。本計畫探討本所辦理河川環境生態研究計畫之執行與應用情形，並研擬未來的發展目標及推動機制。

In order to develop economic condition and protect public life , a lot of hydraulic structures had been built in Taiwan ,without considering river habitat, ecology and landscape factors. In recent years, the Water Resources Agency continue to promote river management, in addition to enhance the protection of life and property, it is also starting to focus on creating a better quality of hydrophilic space and abundant natural river environment. In 2008 WRA provided river ecological environment research projects, planning the goal of next six years(2009 to 2014). This study evaluate the river ecological environment research projects and currently facing problems, to promote the future development goals mechanism.
