本署於民國95年至98年間已逐步更新全臺各縣市之淹水潛勢圖資並初步完成「淹水潛勢圖製作及測試手冊（草案）」。為提高未來淹水潛勢圖之準確性，應修改「淹水潛勢圖製作及測試手冊(草案)」以作為下一階段淹水潛勢圖繪製之依據。此外，本署目前亦已完成「海岸溢淹潛勢圖製作及測試手冊(草案)」以作為海岸地區溢淹災害之評估依據。然而，其水文、海象之假設情境與淹水潛勢圖資之假設情境不盡相同。由於淹水潛勢圖資與海岸溢淹潛勢圖資係考慮不同致災來源之同質產品，評估兩種淹水潛勢圖資整合之妥適性有其必要。 本研究之目的主要係在進入下一階段全國淹水潛勢圖資更新及整合之前，應辦理「淹水潛勢圖製作及測試手冊」之修正，評估淹水潛勢圖製作及測試手冊納入海岸溢淹及高地淹水模擬之可行性，並進行相關的先期作業與規劃。本計畫將依據手冊修訂之內容，擇一示範區進行案例研究，並將案例研究成果回饋至手冊內容之修正。依據案例研究之經驗與成果，規劃下一階段「全國淹水潛勢圖資更新及整合」計畫之推動，以確保全國性淹水潛勢圖更新及整合之品質。

Taiwan is located in the hot spot of the western Pacific typhoon paths. Therefore, it is frequent to suffer the invasion of the storms induced by typhoons or tropical depressions. In recent years, there are more population and investments in the area with inundation potentials due to economic development, industrialization and urbanization. The flood damage in the area with inundation potentials will be greater than in the past situation. National Science and Technology Program for Hazards Mitigation started to product the first generation of inundation potential maps from 1999, and completed the potential maps of the 22 counties and cities in Taiwan. Water Resources Agency, Ministry of Economic Affairs started to produce the second generation of inundation potential maps since 2006. In 2009, the WRA announced "inundation potential information disclosure approach" to disclosure the inundation potential information. Based on its description, the application of inundation potential maps is only limited on disaster prevention. It is inappropriate to invoke the interpretation of the relevant land control or land use restrictions sentenced basis. At the same time, completing the "inundation potential map production and testing manual (draft)." The announcement of flooding information is mainly for flood inundation depth and scope according to the manual (draft). This project is to modify the draft manual as the reference for next generation of inundation potential maps. Furthermore, Dian-Po River is selected as a practical demonstration case to feedback to the modification of the draft manual. Based on the experience and results of the case study, providing the next generation of the "National inundation potential map data update and integrate" Promotion Program assessment, to serve Water Resources Agency and its subordinate agencies on producing inundation potential maps, have to follow the standard operating program, output stable, reliable, high-quality outcomes.

本計畫旨在更新與整合全國淹水潛勢圖資，首先修訂「淹水潛勢圖製作及測試手冊（草案）」。修訂內容涵蓋基本資料需求、模式檢定驗證標準、模擬情境整合（調整降雨延時並統一降水量、暴潮、越波重現期）、水文分析方法及圖資邊界銜接等關鍵議題。 計畫選定典寶溪排水集水區進行案例研究，採用FLO-2D、NTU-2DFIM、SOBEK等模式，經檢定驗證，模擬準確度達60%以上，有效反映淹水深度與範圍。最終，本計畫規劃了全國圖資更新推動策略，包括基本資料調查與國內模擬能量評估，旨在確保未來第三代淹水潛勢圖資的穩定性、可靠性與高品質，供防救災及風險評估使用。
