配合花蓮溪水系及秀姑巒溪水系治理規劃譣討需(主流、主支流已於99年完成，101年大斷面測量以次支流為主)

The utilization of the management planning report of Hsiukuluan River was completed in 1978. It was 22 years the reviews have not been proceeded until present. The processing of survey for these 3 sub mainstreams (5 tributaries included) were done respectively in year 1985, 1995 and 1999. The only sub tributaries water systems have never been proceeded due to the survey processing works of water system management planning review for Cross-section River sub tributaries. They are served as the Hydrographic Analysis data and provide a future management referencing to the river and dredging works. The statistical Hydrographic Analysis data of the survey area contained 25 main important sub tributaries, resurvey 5 sub tributaries of Hualien River and total of 30. The work has been done were as follows: there are totally 83 control points surveyed. 138 cross-section piles embedded or reset. The total length of pile leveling was about 254 km. 718 piles coordinate and 495 large cross-sections. The total area of 1:1000 scale digital terrain map built was 750 hectares. There are totally 87 km2 of the sections in urgent need of aerial Ortho-images and digital terrain models created was performed with the relevant integrated data for Hydrographic Analysis. The whole project utilized the pass year aerial ortho-imagery of the entire basin; digital terrain models and survey result to establish an entire basin of 3D GIS mobilize version for outdoor surveying platform system. This outdoor surveying GIS mobilize platform is able to bring and display the surveying result on the spot through a PC tablet. This platform display is supposed to support the function of comparing the imagery in different periods, demonstrating 3D display, data inquiry of cross-section, guiding the main facilities, surveying every river boundaries as well as tracing for the properties of precipitation of stage gauging station and photo information. By completing, the archive of survey result data with other related mainstream and tributaries able to control the transition research and management to the riverbed. And, to comprehend the measuring distance and height of each large cross-section point averaged out the riverbed height of each cross-section. The result was compared with those over years for figuring out the scouring volume of each cross-section and the average scouring depth of each river section and drawing a cumulative graph of scouring volume over years.
