107年防汛護水志工輔導及精進計畫(內附光碟)2018 Assistance and Enrichment Progra for Flood Control and Water Resources Volunteers

近年來受氣候變遷影響,極端氣候頻率提高致使洪澇災害發生的機率大幅增加,面對極端氣候的挑戰,社會大眾均企盼透過政府各項治水措施之推動與執行,能讓水患來襲時之災損降至最低,然部份工程或手段必須長期執行方能逐漸發揮成效,又因極端水文事件使得工程設施防禦效果降低,防救災之思維與策略均需有所調整,防救災工作不能全然仰賴政府負責,必須納入民間力量共同推動。
透過防汛護水志工服務隊之成立,可建立有效管道納入民眾參與水利公共事務,並健全整體災害防救體系,相關服務件數及衍生效能亦逐年提升,顯現民間志工服務隊有其永續發展之必要性。爰此,107年度成立本計畫,持續健全志工服務隊組織運作管理機制,促使志工實際發揮服務效能,協助本署執行災害防救工作。
英文摘要
The Water Resources Agency seeks to consolidate the private resources in aid of the government effort to address the issues relating to water hazard mitigation. The Agency, acting in accordance with the Disaster Prevention and Protection Act and the MOEA-issued Guideline for Reporting Flood-related Hazards, recruited civilian volunteers through different branches of the river management offices and provided training. The “The MOEA Water Resources Agency Flood Prevention Volunteer Service Team” was formed in 2010 with the arrival of the first cohort of trainees. The name of the service team was changed to “MOEA Water Resources Agency Flood Prevention and Water Conservation Volunteer Service Team” in 2012. The team is consisted of 1,578 volunteers as of the end of 2017.
This year’s program is generally a continuation of past experience and accomplishments but modified to meet the needs of promoting different dimensions of work. The work includes assisting river management office for volunteer service team mechanism, provision of volunteer work-related information, networking platforms, the design and publication of promoting materials, promoting volunteer services for and arrangement of meetings or events that gather everyone for better connections. The accomplishments that are made in the duration of this year since January 13rd are listed as follows:
1. Main accomplishments:
(1) The establishment of local resistant community: The form of holding training sessions has been innovated. It was held jointly with flood resistant community forum for the establishment of local resistant community.
(2) The Reinforcement of volunteer service outcome reporting mechanism: The SOP of volunteer service outcome reporting mechanism is established, which helps reflect the performance results from information collecting.
(3) Sharing honors of volunteer service: The location, design of promotion materials and program planning of 2017 Field Prevention and Water Conservation Volunteer Recognition Ceremony were well- arranged to highlight and extend the spirit of national outstanding volunteer team.
(4) Enriching promotional materials: To share the dedication of our volunteer service teams, photos and videos of their service time were collected, and short film competition was held. These helps to boost both the group cohesiveness and promotion of volunteer service
(5) The review of self-management performance checking mechanism: The “Self-management Performance Checking Mechanism for Flood Control and Water Conservation Volunteers ” in 2016 has been reviewed for better the mechanism with higher discrimination and fairness. Therefore, it arouses volunteers to engage related services more.
2. Quantitative accomplishment:
(1) Strategic goal 1: Lifting volunteer service competency:
a.Completion of 2 training sessions, there were 129 participants in total.
b.Annual rescue drills for volunteers were attended by 187 people during 18 drills in total. Among these rescue drills, 70 volunteers participated and 117 volunteers joined onsite visits.
(2) Strategic goal 2: Improving operating management and strengthening service effectiveness:
a. The Volunteer related operational works has been provided. For instance, extra needs for training classes, qualified teacher planning, quarterly schedules, and experience exchange between the 10th and the 3re river management offices.
b.The networking platforms had been updated, the updates are listed below: 20 new updates for “ Flood Prevention and Water Conservation Volunteer Forum.”, 81 information updated for “ Flood Prevention and Water Conservation Volunteer Facebook Fan Page”, and 18 updates for the other fan page of Flood Prevention Club.
c.Information collecting and compaction from January to September in 2017 for the service outcome were completed. And, Floods and disaster information collecting were conducted especially during the typhoon and flood periods, on duty hours are 595 hours in total. 132 flood brief presentation from volunteers, 19 completed floods reports and 5 materials for media were provided.
d.The SOP of volunteer service outcome reporting mechanism is established by social media, LINE group chat and quarterly publication, and other water information APP. This helps reflect the performance results from information collecting.
(3) Strategic goal 3: self-motivation reinforcement:
a. Year 2017 field Prevention and Water Conservation Volunteer Recognition Ceremony was held. 300 volunteers and 11 squads were recognized for excellent performance. The ceremony had 600 participants, four news release and 1 motivational video.
b.The design and publication of promoting materials were accomplished, including the “Flood Prevention and Water Conservation Volunteer Issues 26 and 27,” “New Year greeting cards”, and “ Happy Birthday cards”.
c.The short film competition of volunteer service was accomplished. 605 photos and 46 films were received. And there are 10 prize- winning works.
(4) Strategic goal 4: The review of operational organization for stronger volunteer service mechanism:
a. A annual Review and Promotion Discussion Meeting were held. It was attended by 56 participants, and 7 conclusions were made in the meeting.
b.Update of contact information of volunteers and their equipment need are completed, so is volunteer allocation survey from river areas under the river management office’s jurisdiction
c. The integration and analysis of self-management is accomplished, including self-management performance evaluation results from the 1st to the 3rd season and the final report of volunteer service teams in 2018.
(5) In this project,16 administrative tasks that delegated by the Water Resources Agency were carried out during the execution period.
The promotion of volunteer work requires a long-term project with every division’s cooperation. This project aims to keep uplifting the volunteer teams’ organization and service effectiveness, so that volunteer service teams could be operated stably. It could also inspire those who are willing to participate any management work relating to floods and water resource environment protection for a better society.
