曾文水庫位於嘉義縣曾文溪主流柳籐潭上游，為一多目標水庫，於民國56年10月31日開工，歷時六載於民國62年10月31日完工，自開始蓄水營運至今已達37年，期間除提供嘉南平原地區農業、工業及民生用水外，並充份發揮其防洪、發電及觀光之功能。 為確保本水庫蓄水及營運期間壩體之安全及穩定，以提供水庫下游民眾生命財產之安全保證，長期以來本水庫即利用大壩埋設之監測儀器，於水庫營運期間持續辦理監測，並對大壩進行定期或不定期安全檢查，以維本水庫營運期間之壩體安全性。 由於土石壩安全監測資料研判分析的工作涉及土木、大地、水利、地質、電氣、儀器系統、風險管理等多項專長的結合，屬特殊的專長領域。且目前本中心人力資源現況亦難以負擔本項工作的執行，亟需要專業工程師協助辦理安全監測相關業務及監測資料判讀分析工作。

1.The periodic inspection results show that no dangerous hole or abnormal seepage appears on the upstream and downstream faces of the dam body. 2.The grouting gallery (G-T-1) and the underground drainage galleries (D-T-1~D-T-8), are in good conditions. However the ways to the galleries and the drainage canals should be maintained regularly. 3.The concrete surface of the spillway is in a normal condition and no increasing crack or spall appears obviously. The old cracks and seams have been repaired. 4.The concrete of the bank revetment at stilling basin are in a good condition and no deterioration appears on the structure. But the rock surface without protection near the interface with the concrete slope spalls due to scouring and rock joint. 5.Some piezometers embedded in the dam body have been out of order and cannot be repaired. However, the other piezometers are enough to monitor the behavior of the dam. 6.The observed record shows that the discharge functions of the filter layers are normal. 7.The settlement on the dam crest is slowly increasing with time after the reservoir retained water. The settlement is about 4.4 to 52.4 cm at present, and the settlement rate is about 0.20% to 0.51% of the dam thickness. The maximum settlement, 52.4 cm, occurs at observed point H5 located on the dam crest, which is less than the design settlement, 120 cm. 8.The seepage is obviously influenced by rainfalls, which is observed from the relationship between the seepage and the water elevation. 9.According to other observed records of the monitor system, the seepage in the slope of the right ridge and the rock should be in normal conditions.
