屏東縣沿海地區之養殖產業相當發達，在養殖漁民競相抽用地下水之情況下，因而引發地層下陷，由於下陷嚴重為能有效降低地下水抽用量，本部已將屏東縣（一）枋寮、東港、林邊、佳冬4鄉鎮列為嚴重地層下陷地區（二）新園、南州、枋山、恆春、崁頂、新埤、萬丹、車城8鄉鎮列為地下水管制區。經比對歷年水井調查辦理情形，其中枋寮、東港、林邊、佳冬4鄉鎮已於97年及99年辦理水井清查；新園、南州、枋山、恆春4鄉鎮亦於99年及100年辦理水井清查；其餘4鄉鎮中車城尚未辦理清查，崁頂、新埤、萬丹雖分別於85年及77年辦理清查，然經檢視其成果並未有單井個別資料，致無法列冊有效管理；綜上，為利屏東縣全區地下水管制業務需求，本年度擬辦理崁頂、萬丹、車城及新埤等4鄉鎮之水井清查工作，以利後續土地利用、產業輔導與環境保育，以及水資源調度、管理等工作規劃之依據。
