爰此,今年度續辦理「台灣地區可能壩堰址勘查規劃作業平台建置 (2/2)」計畫,除依水源課需求,續辦至少3條河川流域數位圖資建置外(暫訂淡水河、大安溪、曾文溪流域,視水源課需求修改),並更新民國102年建置之作業平台及開發新模組功能,以提供可能壩(堰)址相關資訊,加速水資源開發與利用規劃作業之進行;計畫總期程預計分為2個年度執行,本(102)年度為第2年度。
英文摘要
Since Taiwan suffers by the uneven distribution of rainfall and coupled with rapid current of the rivers, water conservation work is comparatively difficult. Moreover, severe floods and droughts seem more frequent than before, and the water demand in urban area continues to grow, which have resulted in a need to explore possible dam sites to solve the problem of water shortage.
In conducting a preliminary planning reservoir project, the required information including : (1)watershed geomorphologic factors, stream network, and inundated area of the reservoir, (2) daily flow simulations and exceedance probability analysis, (3) runoff hydrograph for a special rainstorm event or under the probable maximum precipitation (PMP) condition, (4) sediment yield simulation and the analysis of reservoir life. Since the mentioned information depends on the location of the proposed dam site, to develop an efficient way for collecting and analyzing the related information is important. Nevertheless, it would be laborious and time-consuming to fulfill the mentioned work by using traditional methods. Consequently, a digital elevation model was used in this project to obtain the watershed geomorphologic factors, and the geomorphologic information was combined with watershed runoff models for long-term and short-term flow analyses.
A database system and open source GIS technique were used in the information system. The user-friendly platform includes total 9 river basins which will be developed within 2 years. In the first year project, the information system for Keelung River, Shuang River, Dajia River, Gaoping River, and Touqian River basins were developed. Information systems for Tamsui River, Daan River, Wu River, and Zengwen River basins were developed in the second year project.
The Geomorphologic Analysis Module was developed based on the most new available digital elevation dataset. Rainfall Analysis Module and Runoff Analysis Module were developed to estimate spatial average rainfall, rainfall and flow frequency analysis, and flow simulation for gauged and ungauged watersheds. The Reservoir Characteristic Analysis Module was developed to calculate reservoir height-area-volume curve (H-A-V curve), sediment yield simulation, and the analysis of reservoir life. All the previous developed system will also be integrated on an open source GIS platform to meet the requirement of preliminary planning work for possible reservoir sites.
