本署自民國98年起持續辦理多期分年重要河川環境營造計畫，為辦理重要河川環境營造計畫之年度計畫績效評估與檢討，並成立專家學者服務團至本署各河川局及水規所協助重要河川環境營造計畫年度計畫業務推動、檢討及諮詢，以及就計畫執行之重要課題辦理教育訓練，遂成立本計畫，以利重要河川環境營造計畫之執行。

The project is set up to check the execution efficiency, database establishment, and propagation data display for the previous plans- “Main Rivers Environmental Construction Plan.” River environmental service groups are set up and distributed to three regions, North, Middle, and South part of Taiwan. Each zone invites 10 people including scholars and experts. 7 of them have the hydraulic backgrounds, 2 have environmental landscape and ecological engineering backgrounds, and 1 is a member of the Non-Government Organization (NGO). With the useful suggestions from different experts, this project could be check in different aspects and get better results. The service group for river environmental construction has investigated 26 events for engineering, 15 events for disaster prevention and decreasing, and 11 events for environmental improvement engineering. Besides the lower grade of assessment for “the completeness of the function of disaster prevention and decreasing” and “”ecological maintaining function”, the grade of assessment for “disaster prevention and decreasing engineering” and “environmental improvement engineering” are “Good”. It reveals that seldom engineering still have to be improved, but large amounts of them have executed well. “The Main River Environmental Construction Plan in 102 year” had constructed the length of embankment for 35.75 kilometers, the length of environmental improvement engineering for 31.05 kilometers, 313 events for the kind of river environment maintaining management, 20 events for fundamental data investigation, 25 events control planning and 12 events for trial researches. It estimates that about 2,116 hectares area and 301.4 hectares area of environmental landscape were protected. To sum up, large plans has reached its progress and executed well. The work items, the disaster prevention and decreasing of “The Main River Environmental Construction Plan during 98 to 103 year”, only 43.61 percentage of predefined progress has been executed; 23.38 percentage of predefined progress for “Environmental Improvement Engineering” has been executed. The execution efficiency is lower. The main reasons might be the plan execution period is longer, habitants’ requirements change with the environmental transition, and climate change induced the change of river morphology makes the control approaches adjust. According to the contents of the main river environmental construction plan during 98 to 103 year, several plans still not satisfy the predefined progress such as the river restoration plan, the demonstration zones of natural riverside restoration, the demonstration zones of water quality cleaning, and the demonstration zones of water environmental construction in urban rivers. The funds in 102 year are 6.8 billion NT. With the supplement of the fund of regional drainage control and environmental construction plan, 4.7 hundred million NT, the total funds is 7.326 billion NT. The total spend in 102 year is 7.356 billion NT, about 2.33 hundred million NT is given back to government. The main contribution for this project in 102 year is that disaster prevention and decreasing, environment improvement, structure maintain and management, fundamental data investigation and monitoring, and complete the “Database Build Up for Main River Environmental- Construction Plan”. The database includes digital data read in geographic information system, pictures, and engineering events documents. With the interface development of software, relative results of this project could be linked to the service system to provide users inquiring and applying. Three educational training courses will be hold in North, Central, and South zones of Taiwan after completing the work items in 102 year. The content includes engineering design for river environmental construction plan, inspection of flooding control plan and structure management and maintaining. The objective of theses course is to upgrade the concept and knowledge for relative execution administration to facilitate the execution for follow-up works. To have a satisfactory achievement, not only the government officials but also habitants have to join and to co-operate in main river environmental construction plan. This project will hold a photography competition and make publicity materials to share with citizens in 102 year. These activities will present the results, ideas, and blue-prints of river environment construction plan. The content of this article is written according to the issues of disaster decrease, flooding prevention, and water resource with environment. This project proposed the important suggestions as follows: (1) Execution efficiency for annual important works in 103 year. (2) Inspection of annual disaster disposal and execution flow chart. (3) To enhance and to make sure the management of hydraulic structures. (4) To propose a new approach for climate change response and work items for flooding prevention in next year. (5) to offer relative execution experience sharing with water resource agency. After data collection, integrations, and analysis from this project, relative suggestions and improvement strategies such as to enhance the concept of ecological landscape design, to pay much attention to environmental habitat constructions, to build up ecological inspection approaches, to conduct a suitable planning with a systematic idea in practice, to focus on river morphology monitoring, to make sure the inspection work is executed indeed, and etc. are proposed to relative execution administration.
