在目前的環境，水所帶來的危險，越來越不可輕視；相對的，其帶來的機會，亦為民生經濟與幸福感的關鍵！在水對我們危機並存之際，惟有在相關主管機關及單位能全時快速掌握水資料，才能化危險為安全，化機會為經濟！除利用?資料交換機制?讓相關主管機關及單位掌握水資料外，重點在：?全時、快速?。 ?全時?的要求重點在24小時服務，即便在水災等危險情況，亦不因大量的資料交換，導致效能低落，甚或無法進行資料交換，致全國所有資料交換引用系統因此停擺。?快速?的要求重點在迅速回應資料運算並交換資料，即便在瞬間大量資料、歷史大量資料，及民眾大量存取的場合，均能確保毫無延遲地得到所需的資料。 要做到上述要求，則有必要將水利資料集中至集中化資料庫內，再利用?資料交換機制?進行資料流通與後續應用，然而因為先前的技術限制及採行的系統架構，除集中入庫甚有風險外，且無法達到?全時?及?快速?之要求。隨著資訊技術的進步，雲端運算科技已臻成熟，且經國際研究及實務經驗指出，其之應用可讓集中入庫的資料在進行資料交換以執行後續應用時達到?全時?及?快速?之要求。 本計劃將採用雲端運算技術除將水利資料予以整合至雲端資料庫內外，亦改版原先資料交換機制，讓入庫資料之後續管理應用具備?全時?及?快速?之特性，以因應現有水環境的嚴峻挑戰。

Water Resources Agency has been stored or electronically processed the history, instantly and the timing information in response of E-government, such as hydrological information, river monitoring and other text and images. WRA has created a digital information exchange mechanisms for many years, and accumulated hydrology, hydrological, rivers and reservoirs and other kinds of massive data until now. However, mechanisms limited by the technology and system architecture used before and still cannot meet needs of immediate water information for authorities. With the maturity of the cloud computing environment, the system is modified original exchanged mechanism version by means of cloud computing technology information and the use of high performance and high availability features of cloud computing technology to meet the demand of the huge amount of WRA data with immediate and rapid response. Meanwhile, water conservancy data exchange improves the quality of service standards by 24 hours service. Water Resources Information Exchange Platform is developed interface revision and process adjustment for the users and strengthened the new version of Water Resources Information Exchange Platform that increased convenience and easy operation for user habits.
