東港溪流域之整治目前已達穩定成效，惟整體環境營造方面仍有改善與加強之空間，若能借重民眾參與、集結民間之力量，不但能達成人民與政府機關相互合作之目的，更能獲取符合地方實際需求之民意，將能於防洪之前提下，有助於建構兼具地方特色之河岸環境。爰此，106年度擇定「繁華河港區」作為東港溪流域亮點公私協力之計畫範圍，藉由民眾參與河岸空間設計，帶動周邊社區居民或團體，共同提供設計構想。且若水岸空間之設計能具備民眾參與性，非但有助於設計上融入地方特色之人文、自然生態、產業及地理等元素外，藉由民眾參與河岸空間設計亦能與自然環境建立深厚之記憶與情感，將有助於設計執行後續相關維護管理的社群參與與機制之建立。並提供未來相關工程計畫公私協力之參考。

The Seventh River Management Office, Water Resources Agency, Ministry of Economic Affairs proposed three title block including “flourishing river port”, “exploring springs through forest” and “establish pond and waterway”, located at the left shore between Chaozhou old iron bridge and Wanluan bridge in the middle reach of Donggang River, as highlighting project area following the terms of histological humanities and ecology in 2015. In this year, “flourishing river port” locating between Chaozhou old iron bridge and New Chaozhou bridge was chosen as an implementing area, and the communities, township offices, civil organization, and professional scholars in the nearby were invited to discuss and design the highlight of the shore in accordance with the local items and the subsequent blueprint of management. In the present project, the plaining and design draft of “flourishing river port” from Engineering Section was obtained and identified preliminary, and after that, we visited Chaozhou township office, Sangong community developing organization, and professional scholars in the area of landscape ecology and humanities and arts to collect the relative opinion in the first stage. Next, we hold orientation, accompanied with the collected information previously, with Engineering Section for citizens to ask the opinion on the draft for evaluating the titles which can be discussed in across area workshop to reduce the perception gaps on the design and construction and to communicate the consensus and discussion on design and adopting of public-private collaborative participation through the platform. In the present project, we already integrate the opinion of Chaozhou township office, Sangong community developing organization, landscape designers, and the Seventh River Management Office to design the concept of the titling plaza in the section of “flourishing river port”, and in addition, we also improved the discussion on the topic of the management, transportation, planting, and maintaining cost to be the base of public-private collaborative communication and co-work.
