臺灣離島地區因地理位置偏遠、降雨量有限、地質條件不利於地下水開發，加上基礎設施建設受限，長期面臨供水挑戰。目前離島主要依賴地下水、小型湖庫、海水淡化及大陸供水（金門）等多元水源。為降低地下水抽取、提升供水穩定性，並回應部務會議對水服務發展方向之指示，本計畫研析離島導入海水直供與再生能源配套之可行性，作為未來海水服務產業發展的重要基礎。計畫推動策略採短、中、長期三階段，本階段聚焦於短期小規模示範區之規劃與技術可行性評估，主要工作包括：蒐集並分析澎湖、金門及馬祖地區環境與供需資料；評估海水直供技術於不同情境下之系統配置可行性；建立示範場址篩選原則，提出具潛力的示範場址名單，並擇定一處進行初步工程配置與平面規劃，以奠定後續示範推動之基礎。

Taiwan’s outlying islands face long-standing challenges in securing stable water supplies due to their remote locations, limited rainfall, geological conditions unfavorable for groundwater development, and constraints on infrastructure construction. At present, these islands rely on diversified water sources, including groundwater, small reservoirs, seawater desalination, and water supplied from Mainland China (for Kinmen). To reduce groundwater extraction, enhance supply reliability, and respond to the Ministry’s policy directions on water services development, this project examines the feasibility of introducing seawater direct supply systems with renewable energy integration in outlying island regions as a foundation for future seawater service industry development.
