為減輕公共工程對生態環境造成之負面影響，秉生態保育、公民參與及資訊公開之原則，以積極創造優質之環境，行政院工程會前於106年4月25日函頒「公共工程生態檢核機制」在案(108年5月10日工程會函修正為公共工程生態檢核注意事項、112年7月18日頒修公共工程生態檢核注意事項)，水利署亦於112年4月12日函頒「經濟部水利署河川、區域排水及海岸工程生態檢核參考手冊」。為落實執行生態檢核作業及民眾參與機制，本分署辦理之各項工程案件能符合上述工程會及水利署之規定，本分署以採開口合約方式，委請專業團隊辦理。

In recent years, public expectations for infrastructure projects have expanded from solely emphasizing flood control safety to incorporating ecological conservation. In response, the Public Construction Commission issued the Guidelines for Ecological Checks in Public Construction, requiring ecological checks for all new public works. The Water Resources Agency (WRA) likewise released the Reference Manual for Ecological Checks in River, Regional Drainage, and Coastal Engineering Projects on April 12, 2023, with a revised version announced on May 28, 2025, providing a framework for River Basin Branches to implement ecological checks. In accordance with these regulations, this project conducted ecological checks for the Ninth River Basin Branch in 2024–2025, aiming to reduce ecological impacts of engineering works while supporting biodiversity and ecosystem services.At the project approval stage, ecological issues were identified early to allow design adjustments and scheduling flexibility. During planning and design, the project clarified potential ecological impacts and developed corresponding conservation measures. During construction, ecological protection measures were monitored and supervised to ensure implementation. The maintenance stage focused on evaluating habitat recovery, changes in invasive vegetation, and wildlife use, followed by recommendations for improving long-term maintenance. Various levels of public participation were also carried out, along with required information disclosure, to enhance communication and mutual trust between the project team and local communities.project compiled common ecological issues and conservation strategies for engineering works under the Ninth River Basin Branch, including maintaining riparian woodland as wildlife corridors, restoring natural riverbed conditions before demobilization, using sloped or escape-ramp structures for roadside ditches, controlling invasive vegetation, and enhancing native plant restoration. These accumulated experiences provide practical references for future engineering projects, supporting designs that strengthen disaster prevention while remaining ecologically friendly and improving overall riverine environmental quality.
