參考公共工程委員會「公共工程生態檢核注意事項」，執行經濟部水利署第三河川分署轄管範圍內河川治理工程之生態檢核作業。本計畫秉持生態保育、公民參與及資訊公開之原則執行，配合中央管流域整體改善與調適計畫、國土生態綠網等相關計畫。執行提報核定階段9件、規劃設計階段8件、提報核定與規劃設計階段合併辦理1件、施工階段14件、維護管理階段14件。視案件需求執行生態資料蒐集、生態調查及評析、生態保育措施及生態保育措施監測等相關作業，確認生態議題、保全對象，落實生態檢核成果，兼具工程目的達成與生態保育之成效。隨著生態保育意識提升，水利工程考量河防安全施作必要性，同時需納入生態保育理念，營造出良好環境提升生態功能。建立資訊公開平台，透過訪談或舉辦說明會，說明工程執行相關事項，溝通協調民眾意見及對生態保育所作的措施與努力，促進公私溝通管道暢通，取得雙方對重要議題之共識。持續生態檢核計畫，配合長期環境調查與監測記錄，積極與當地溝通盤點生態議題關注程度，準確蒐集重要課題，減少重複性問題增進雙方溝通。

In accordance with the "Directions for Ecological Check of Public Works" issued by the Public Construction Commission, this project executes ecological check operations for river management works within the jurisdiction of the Third River Branch of the Water Resources Agency. Guided by the core principles of ecological conservation, public participation, and information transparency, the project aligns with national strategies, including the "Integrated Basin Improvement and Adaptation Plan" and the "Taiwan Ecological Network."To date, the project has successfully completed ecological checks across multiple stages: 9 cases in the proposal and approval stage, 8 cases in the planning and design stage, 1 case combining both stages, 14 cases during construction, and 14 cases in the maintenance and management stage. Depending on specific project needs, tasks such as ecological data collection, field surveys, assessments, and the implementation of conservation measures and monitoring are performed. These actions ensure the identification of ecological issues and protected targets, effectively balancing engineering goals with environmental sustainability.As ecological awareness grows, hydraulic engineering must integrate conservation philosophies with the necessity of river flood control to enhance ecological functions. By establishing information-sharing platforms, conducting interviews, and hosting briefings, we facilitate transparent communication with the public. This approach fosters consensus on critical issues and ensures that our efforts in ecological conservation are effectively communicated and implemented. Through continuous monitoring and long-term environmental records, we proactively address ecological concerns, minimize repetitive disputes, and enhance the efficiency of stakeholder communication.
