行政院民國109年5月6日核定「中央管流域整體改善與調適計畫(110~115年)」,以氣候變遷風險情境作為流域防洪能力之壓力測試,釐清風險區位,導入風險管理概念,研提氣候變遷調適作為,同時亦考量棲地環境保育、水岸風貌、水文化、水歷史及自然地景營造,以提升水岸環境品質,打造「韌性承洪,水漾環境」為目標願景。經濟部水利署「流域整體改善與調適規劃參考手冊」敘明跳脫以往以水道治理為主與傳統灰色工程河川治理思維,打造國土韌性承洪觀念,並以管理治理並重模式,承襲自然解方(Nature-Based Solutions, NbS)理念,以融合自然為本的治水思維,將生態系服務功能納入整體考量,營造水、自然與人相互之平衡關係。原則以水道風險、土地洪氾風險、藍綠網絡保育及水岸縫合為規劃主軸,導入民眾參與,將流域上、中、下游扣合國土與海岸空間規劃,強調跨域合作及由下而上改善國土與社會面對風險之能力與因應氣候變遷風險之調適作為。

1.Project OverviewThis project supports the Water Resources Agency’s “Integrated Improvement and Adaptation Plan for Central-Government-Managed River Basins” (2021). Using climate?change scenarios as a basis for flood?risk management, it also considers habitat conservation, waterfront landscape, and water culture. The aim is to build a flood?resilient, water?friendly environment. Nature?based Solutions (NbS) are promoted to move beyond traditional grey engineering by integrating risk control, land?use and floodplain adaptation, blue?green network conservation, and river reconnection through public participation and cross?sectoral collaboration.2、Project Context and ObjectivesA review of previous NbS?related projects identified key challenges in applying NbS in river management. The objective is to establish a localized watershed?adaptation framework aligned with NbS, providing procedures, guidelines, and indicators to help river management gradually transition toward NbS.3、Basic Concepts of NbSMajor international definitions (IUCN, EU, UNEA) commonly describe NbS as effective actions that support the well?being of people and nature simultaneously. NbS emphasizes creating co?benefits across ecological, social, and economic dimensions.4、Localization Process for NbS in River ManagementThe project proposes a framework integrating NbS at three spatial scales—basin, watercourse, and river reach. A four?stage watershed?adaptation process is established: proposal, asin?wide improvement, river?course management, and engineering planning. Reference criteria for NbS are developed based on EU and IUCN principles, covering all stages from planning to implementation and outreach.5、Principles for River Management Integrating NbSThe project summarizes geomorphic river classifications and planning principles. Rivers are grouped into 13 basin regions and divided longitudinally into mountainous area, alluvial valley, alluvial fan, and plain. Four generalized river types are identified: meandering, single?thread, braided, and dysfunctional. Water–sediment dynamics in mountainous areas are emphasized as key boundary conditions. Priority actions follow “process → form → function,” focusing on flow energy, sediment supply, and energy dissipation. Three majorprinciples—avoiding erosion–deposition corridors, dissipating energy evenly, and enabling safe sediment passage—are highlighted.6、NbS Evaluation Indicators for River ManagementThe project develops localized NbS evaluation methods for Taiwan’s rivers, using ecosystem?services perspectives covering supporting, provisioning, cultural, and regulating services. Two technical indicators are proposed: the water–sediment energy index and the healthy river?type index, assessing flow energy and energy?dissipation mechanisms at basin, watercourse, and reach scales.7、Pilot Case ApplicationsThree representative pilot sites were selected: the Touqian River, the Wu River, and the upper Hualien River. Key challenges, NbS directions, monitoring items, and simulation results under extreme events and climate?change scenarios were compiled. Water–sediment energy indices were applied to interpret river types and evaluate NbS strategies.8、Exchange and Sharing WorkshopOne workshop was held to share project outcomes, gather feedback, and refine guidelines. NGO participation contributed insights on ecological conservation, community needs, and local issues, enhancing transparency, consensus building, and the feasibility of NbS implementation.
