本計畫為延續性計畫之第2年，賡續113年度執行成果辦理淡水河水文化專書美編設計、出版、專書發表會、專題講座及數位走讀等活動。前期(113年)計畫已完成淡水河水文化專書初稿，內容包含水之源、水之利、水之害、水之術、水之藝、水之道等章節，內容依時間序列編排，彙整清代、日治時期及戰後至今的人為和自然力量如何形塑淡水河，藉由梳理河道變遷、資源利用、災害調適、流域治理、人文藝術等歸納發展脈絡，建構淡水河水文化整體論述，展現淡水河為城市之河的特色，114年度將上述計畫研究成果出版專書，供中央管流域整體改善與調適計畫、新店辦公區淡水河百年回顧展以及相關機關、團體參考使用。本分署依據經濟部水利署113年11月1日經水綜字第11314057260號函「本署114年度委託服務預定計畫複審會議紀錄」，爰提本計畫書。

To broaden public understanding in 2025 (ROC 114), we refined and translated prior results into reader-friendly form, undertook design and publication, and organized a book launch, themed lectures, and digital walking tours for agencies working on climate adaptation.The project supports public agencies and aligns with SDGs “Quality Education” and “Sustainable Cities and Communities.” We advocate “History-based solutions (HbS)” to water issues: linking local memory and contemporary governance through water culture, bringing research into classrooms and public venues to strengthen social ties to the past and foster collective learning and participation for climate resilience.Monograph Compilation and PublicationThe monograph, Island Capital River: Confluence & Co-existence—A Century of Interaction between the Tamsui River and Taipei, comprises five parts and 25 chapters. A prefatory “Reader’s Guide” frames our cross-field perspective—water history, water culture, spatial politics, and environmental reflection—while the conclusion synthesizes Tamsui’s historical specificity and the core values of water culture to cultivate shared understanding of adaptation under climate change among professionals and general readers.Cover & content revision. The cover juxtaposes a contemporary “Hiroshige-style” aerial re-imagination of Taipei’s waterfront (dialogue between past and present) with archival materials—flood-height maps, Toshikawa Jatarō’s design drawings, levee/well diagrams, and a current-meter illustration—signifying layered knowledge and practice. The primary palette is blue (“waterscape/engineering blueprint”), with the calligraphic “river (河)” expressing flow; WRA Water Planning Branch logo appears on the cover. The final manu totals five parts, 25 chapters, 498 pages, ~185,747 characters, with timelines and historical maps up front.
